Request for Proposal: Architectural Review Consulting Services for Development Review Applications.

INTRODUCTION and PURPOSE

The City of Compton is inviting qualified architectural firms or individual licensed architects (hereto referred to as Firm or Architect) to submit a proposal for consideration to provide regular on demand architectural consulting services for the architectural/landscape review of development plans submitted to the City for administrative and discretionary review. The chief goal is to improve the overall quality of the projects built within the City of Compton through improved architectural and landscape design.

CITY OF COMPTON OVERVIEW

The City of Compton is a vibrant suburban community with a growing population of approximately 100,000 residents. Located in the center of Los Angeles County, the City covers approximately 10.2 square miles and is centrally located within the boundaries of five freeways (SR-91, I-105, I-710, I-110, and I-405). Additionally, the City is served by the Metro Light Rail Blue Line with two rail stops, the Compton Station and the Artesia Station. Compton has a diversified economy, comprised of strong industrial and manufacturing sectors and thriving retail districts. The City offers an array of housing options from single-family homes to newly built town-homes and condominiums.

SECTION 1

SCOPE OF SERVICES

The purpose of this RFP is to solicit proposals for the retention of a qualified architectural firm or individual licensed architect to serve as the staff architect member of the City administrative Architectural Review Board (ARB), (Exhibit A). Anticipated services requested will typically consist of the following:

1. Review and Comment on Development Plans.

Provide written architectural and landscape comments, suggestions, and recommendations on development plans submitted to the Community Development Department for development review. These entitlement plans will include administrative and discretionary applications consisting of Architectural Review Board applications, Conditional Use Permits, Zoning Code Amendments and Specific Plans.

  • Review and comment on any architectural design guidelines prepared by the City or other consultant.
  • Review and comment on any pre-application plan submittal.
  • Written review comments to the Community Development Department shall be provided in a text editable "Word" format.

2. Attend Architectural Review Board Meetings.

  • Attend all scheduled ARB meetings and provide verbal and written comments, suggestions or recommendations to improve the architecture of any proposed structure or landscape design to the Planning Division. Meetings of the entire ARB are typically held every two weeks as needed in the Planning Department.

3. Attend other internal staff meetings.

  • Attend any internal Planning Division staff meeting as requested concerning active or pending development applications.

4. Attend Requested Public Hearings

  • Attend public meetings and speak as a staff member if requested on the proposed architecture and landscape design of development projects presented to the Planning Commission or City Council.

SECTION 2

RFP SUBMITTAL REQUIREMENTS

All interested parties desiring to submit a proposal for architectural review services to the City of Compton Community Development Department must incorporate the following provisions into their proposal to be considered.

Please submit one original and nine copies of your RFP by the due date March 8, 2018. A failure to comply with these or any other requirement listed in this notice may invalidate your RFP.

All RFP proposals shall include the following information:

1. Cover Letter

The cover letter shall:

  1. Confirm that all elements of this RFP have been reviewed and understood,
  2. Express Consultant's willingness to enter into an Agreement under the terms and conditions prescribed in this RFP.
  3. Identify a single person for possible contact during the proposal review process,
  4. Include a summary of the billing cost per hour for the desired services, and
  5. The cover letter shall be limited to three (3) pages maximum.

2. Statement of Understanding and Approach

This section should demonstrate an understanding of the Scope of Work. It should describe the general approach, organization, and staffing required for the services to be performed.

3. Company Information

This section shall include the relevant Consultant's contact information, including the address and telephone number of the Consultant's main office and any branch offices that will be participating in this study.

Consultant shall identify itself as to the type of organizational entity (corporation, sole proprietorship, partnership, joint venture, etc.). Members of the Consultant's professional team (managers, contact person, etc.) should be identified by name and title, and should include contact phone numbers. Major subcontractors (if any) and their degree of involvement should be included.

4. Qualifications and Experience

The Consultant shall provide a detailed list of services previously performed for other Cities, if any.

The Consultant shall provide at least three (3) references, within the past three (3) years, of clients for whom services have been performed. The references shall include names, addresses, and telephone numbers of the clients for whom prior work was performed and include an explanation of the services provided.

Provide a statement of qualifications and resume of all personnel that will be performing services for Consultant. Statement must include:

  • Name and title
  • Description of education
  • General experience, including total years in specialty experience
  • Years of employment in field and with Consultant
  • Specialized education and training related to specialty area
  • Any prior public agency experience
  • Any certifications, professional designations, or other information that will assist in evaluating qualifications

5. Costs

To the best of the firm's ability, itemize costs for each task listed in section 1.

6. Conflict of Interest

Provide a statement of any conflict of interest for any individual or firm may have regarding the proposed services.

DISQUALIFICATION OF RFP's

More than one (1) proposal for the same work from any individual, firm, partnership, corporation, or association, under the same or different names will not be accepted, and reasonable grounds for believing that any proposal has been prepared in collusion with other RFP's, will likewise be sufficient cause for rejecting any or all RFP's and the participants in such collusion may be barred from any future RFP.

The City reserves the right to amend, withdraw, and/or cancel this RFP. The City reserves the right, without qualification, to reject any or all proposals to this RFP at any time prior to contract execution. The City reserves the right to request or obtain additional information about any and all submittals. All proposals become the property of the City. Final disposition will be made according to the policies thereof, including the right to reject all proposals.

RIGHT TO WAIVE INFORMALITIES

The City has the right to waive informalities or irregularities in any RFP proposal, provided said informalities or irregularities do not materially affect the RFP.

DEADLINE FOR SUBMISSION OF RFP DOCUMENTS

All RFP documents must be mailed or delivered to City Clerk of the City of Compton by Thursday 5:00 p.m. on June 14, 2018.

EVALUATION/SELECTION PROCESS

EVALUATION CRITERIA

The City of Compton is utilizing the RFP process to select a qualified firm to provide the architectural services requested by this RFP. The City shall review the proposals submitted in reply to this RFP, and may schedule a limited number of organizations for interview or may make a selection based solely on the submitted RFP's. The City will notify any firms if interviews will be held.

This solicitation has been developed in the "Request for Proposals" (RFP) format. Accordingly, organizations should take note that the City will consider multiple criteria in selecting the most qualified firm.

The City intends to engage the most qualified Consultant available for these services. It is imperative that the Consultant's proposal fully addresses all aspects of this RFP. It must clearly express the Consultant's understanding of the City's specific requirements and indicate the Consultant's qualifications to conduct these services in a thorough and efficient manner.

The following criteria shall be used in evaluation of the Consultant's offer of services:

  1. Experience in providing these analysis and design services on similar projects.
  2. Consultant's experience in conducting assignments of similar scope.
  3. Methodology to be employed in conducting these services.
  4. Consultant's support organization, accessibility and quality assurance methods for optimizing staff utilization.
  5. Conciseness and clarity in understanding the Agency's needs and defining a work plan, procedures, training, education, initiative, and responsiveness for satisfying those needs.
  6. Price per hour and total costs.

The City may request interviews with firms as a part of the assessment of qualifications.

Criteria

The proposal will be evaluated by Agency staff. Each proposal will be evaluated using the following criteria:

  1. Consultant Qualifications 40%
  2. Fees 40%
  3. Remaining Proposal Content 20%
  4. Total Possible: 100%

The selected Consultant will be provided a Professional Consultant Services Agreement for execution upon verification of any applicable insurance and state and local license requirements.

AGREEMENT

A contract between the City and the selected firm will be required and will define the extent of services to be rendered. The contract will be executed by the City Manager upon authorization of the City Council. Contract award, if any, will be made to the highest scoring proposer who provides all required documents. A formal contract incorporating this RFP, including all necessary attachments, and the selected proposal, will be executed by all parties.

REJECTION AND ACCEPTANCE OF RFPS

The City reserves the right to reject any proposal for noncompliance with contract/agreement requirements and provisions, or to not award contract/agreement because of unforeseen circumstances or if it is determined to be in the best interest of the City.

The City Council of the City of Compton reserves the right to reject any or all RFPs, and to accept the RFP most favorable to the City. Preparation of proposals in reply to this RFP, and participation in any future presentation is at the sole expense of the organization responding to this RFP.

SUBMISSION DATE:

In order to be considered a proposal must be submitted to the City Clerk no later than Thursday 5:00 p.m. on June 14, 2018. Postmarks and copies sent via facsimile will not be considered. Please send nine copies of your firm's proposal and one original (one unbound) to:
