Development Codes Update, Phase 2

The City of Oklahoma City adopted a new comprehensive plan, planokc, in 2015 and now seeks a consultant to complete the second phase of a multiple-year process to update the City's development codes, including Planning and Zoning Code and Subdivision Regulations, and align them with the goals and policies of the new comprehensive plan.

The first phase of the project, completed in 2017, involved a "Code Diagnosis" that identified challenges with the existing codes and areas of misalignment with the comprehensive plan.

This request for proposals seeks a professional consultant/team to carry the second phase of the effort to its completion. The City may choose to retain the selected consultant through annual contract renewals for up to four years as stages of the work progress. The scope of the remaining stages of the development codes update includes public outreach and engagement; updating existing codes and subdivision regulations; the development of form-based codes for specific areas of the city; training and an implementation approach. This specialized effort requires a consultant with the expertise gained from working on projects of similar scope and complexity. The City has budgeted $250,000 for the first year of phase two.
