A new report last week identified 47 states and Washington, D.C. are affected by the underproduction of housing units. The impact is felt from dense urban areas to small, rural towns. The APA-sponsored report, Housing Underproduction in the U.S., from Up for Growth, quantifies the housing shortage and the speed at which it continues to grow. Planners are working to change these numbers at every level of government, largely through a variety of local zoning reform efforts.
