Columbia County is located in northwestern Oregon and has a population of approximately 50,000. The County seat is St. Helens. The county is bordered by the Columbia River to the east, Multnomah and Washington Counties to the south, and Clatsop County to the west. Portland, the largest metropolitan area in Oregon, is approximately 30 minutes south of the county; and the Pacific Coast is approximately 30 minutes from the western county line.

POSITION: PLANNING DIVISION MANAGER. This position is a full-time management position, Civil Service, FLSA exempt and not represented by a bargaining unit.


DEPARTMENT: Land Development Services

SALARY: $6,416 - $8,156 per month. Excellent benefits, including paid PERS contribution and family health insurance plus generous leave benefits. See Benefits Offered section for details.

CLOSING: NOVEMBER 17, 2021. There will be an interim review on OCTOBER 27, 2021 of applications received to date, and the remainder of applications will be reviewed after the closing date. DUTIES: Perform professional planning work in such areas as comprehensive land use planning, zoning and subdivision of lands. Prepare and present reports and presentations as necessary and provide staff support to committees. Supervise two to five planning staff employees. Carry out supervisory responsibilities in accordance with the County's policies, procedures, labor union agreements and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Coordinate all personnel functions with the Land Development Services Director. Do related work as required.

TO QUALIFY: The requirements listed in the job description are representative of the knowledge, skill, and ability required. Must be able to satisfactorily perform each essential duty; and must possess at a minimum a bachelor's degree in planning, geography, architecture, engineering or related field, with five to eight years of progressively responsible planning experience; or any satisfactory equivalent combination of experience and training that demonstrates the ability to perform the above described duties. At least five years of Oregon land use planning experience is preferred.
