General Purpose:  The Director of Development Services, administers and coordinates all phases of a comprehensive community development program including the development of land use planning policies and regulations, issuance of development permits, building inspection, environmental and code compliance, and GIS. The Director is responsible for coordinating, organizing and managing the department; developing, implementing, and overseeing the application of building and land use codes and policies in the County; and providing highly responsible and technical staff assistance.  The Director reports to the County Manager or designee.

 

Essential Duties and Responsibilities: 

  • Manages functional and/or operational area(s) within the department. Represents the positions, initiatives and interests with a focus on the delivery of superior customer service.  Ensures staff is sufficiently knowledgeable and dynamic regarding customer service protocols and performance expectations. 
  • Organizes and applies department’s standards, procedures, systems and guidelines. 
  • Implements policies, programs, operating procedures and practices for the department and effectively manages operating costs. Ensures all budgets remain at or below established targets, unless otherwise approved. 
  • Coaches, mentors, and challenges staff. Champions continuous improvement, including devising new strategies and new opportunities. Leads staff development initiatives that include training, development, and succession planning. 
  • Develops goals, documents performance, provides performance feedback and formally evaluates the work of the employee; provides reward and recognition for proper and efficient performance. Assists staff to achieve performance standards and identifies opportunities for continual improvement to performance standards. 
  • Fosters an atmosphere of innovation in order to challenge the organization to think creatively, especially as it relates to positive citizen and customer experience opportunities.
  • Exercises direct and indirect supervision over professional, technical, and clerical staff.
  • Responsible for ensuring that the Department operates in full compliance with all policies and administrative procedures established by the County Manager.
  • Responsible for developing and implementing the mission and goals of the Department consistent with mission and goals established by the BOCC.
  • Directs and provides leadership for the Department, supporting values consistent with excellent customer service and organizational effectiveness.
  • Acts as a resource or expert in program area; provides technical guidance as needed. 
  • Works with the County administration to develop, recommend, and administer the Department's budget. Reviews and approves expenditures.  
  • Oversees administrative duties set forth in the land use regulations; interprets applicable laws, regulations, policies, and procedures.
  • Provides staff support and advice to the applicable county boards and commissions.
  • Develops internal administrative policies and procedures for the Department and assures implementation.
  • Coordinates elements of the Department's work program with other County departments, municipalities, and other entities.
  • Represents the County on various committees and boards related to department activities and responsibilities.
  • Performs special studies and projects as assigned and required.
  • Works with the public and the development services divisions to resolve complex permitting, site planning, and other development and growth management issues.
  • Responsible for interpreting and recommending changes in ordinances, regulations, and policies regulating growth and development and issuance of permits.
  • Reviews plans and specifications for construction and land development.
  • Reviews legal interpretations of laws, rules and regulations affecting land development.
  • Prepares and delivers presentations to business, professional, civic, and neighborhood groups and associations.
  • Prepares, delivers, or reviews presentations to the Planning Commission, Board of Adjustment and BOCC.
  • Participates as a member of the Emergency Operations Center Core Team; and assists during emergency events.

Job Titles Supervised:  Supervises all staff of the Building, GIS/Mapping, Planning (including economic development and small business initiatives), and Environmental & Code Compliance divisions.

Minimum Requirements: Bachelor’s degree in community development, public administration, business administration and six (6) years of professional community development/planning experience, including five (5) years of administrative and supervisor experience; or Any combination of education, training and experience mentioned. Master’s degree preferred. 

  • Must pass background check.
  • Must maintain valid Colorado driver’s license.
