The City of Covington, Kentucky is requesting proposals from qualified firms to guide a community-based strategic master planning process for the north-central portion of the City, an area anchored by the soon-to-be closed 23-acre IRS Processing Center and envisioned to serve as the connector to Riverfront Commons, Mainstrasse and West Covington. This area is a key commercial area located adjacent to the Ohio River levee and the Northern Kentucky Convention Center.

The master plan will include a vision for the study area as well as recommendations for land use, zoning, transportation (including motor vehicle, pedestrian and bicycle facilities), public facilities (buildings and other types of spaces), public sector development sites, private development sites, ideal mix of uses, building masses and heights, design guidelines, landscaping, connectivity with neighboring districts and a possible implementation matrix.
