SCOPE OF SERVICES REQUESTED

The Borough of State College (Borough), State College, Pennsylvania is soliciting Proposals from professional individual(s) and/or consulting firms for services which will include, but not limited to:

  1. Review and evaluate Certificate of Appropriateness (COA) Applications based on the criteria for review established by Ordinance 2104 (see Appendix A) and the adopted Historic District Design Guidelines (currently being created).
  2. Provide a written report/professional advice on the applications to Borough Planning Staff, the Historic and Architectural Review Board (HARB), and Borough Council assessing the potential impact of proposed work on the historic resources, the strengths and concerns with the proposal, and provide comment for discussion with the applicants. Based on the previous items, provide a written set of recommendations for inclusion by Council in a COA permit approval.
  3. Be available by phone, if needed, for further decisions or clarification during the public review process of the COA Application.

TIME FRAME OF SERVICES

The Consultant's Agreement for professional services will commence upon Ordinance 2104 enactment date (no later than July 2018) set forth by Borough Council (Council) when the Ordinance was adopted (December 2017). Based on Ordinance 2104, the selected consultant would have the shortest turnaround time of ten (10) days (see Appendix B) to get the written report to Planning Staff in order for Staff to prepare the HARB Agenda for the next meeting.

COMPENSATION FOR SERVICES

The services provided will be on an as needed basis (based upon COA Applications received by staff). Borough Council has allotted $10,000/year for 2018 as a retainer fee in order to pay for the services of the chosen Consultant, however, without knowing the amount of applications that will be received by Staff, that amount may vary based on workload.

QUALIFICATIONS

A Bachelor's degree in history, historic preservation, architecture, or related field is preferred; however, any combination of training and experience equivalent to graduation from a four-year college with major coursework in a related field and at least four (4) years of relevant experience will also be accepted. A Master's degree may be substituted, in part, for experience. The preferred consultant will ideally possess both technical proficiency in historic preservation as well as the ability to articulate why historic preservation is essential to a community, along with meeting the Secretary of the Interior's Professional Qualifications Standards for Architectural History.

Qualified candidates and/or firms should submit:

  • Detailed cover letter describing your experience and the specific reasons you are interested in this opportunity.
  • Description of the consultant and/or team.
    1. Name, title, address, email, phone number of party or parties, and résumé(s).
  • Brief written description of the consultant's approach to evaluating a COA Application.
  • Three (3) examples of written reports analyzing and evaluating a project proposal from a COA Application.
    1. Name, title, and contact information of the municipality for each example provided.
  • Provide fees broken down for reviewing a COA Application.
