I. PROJECT INFORMATION

The City of Loveland wishes to develop a Highway 402 Master Corridor Plan that will serve as a guide for residents, property owners, developers, City staff, and elected officials in making sound land use, infrastructure, design, and development decisions in the corridor study area. The primary goals of the Plan are to:

  • Provide for orderly, thoughtful and high quality development that is consistent with the community's goals for the corridor;
  • Generate private investment in the 402 corridor;
  • Facilitate the redevelopment of deteriorated areas;
  • Increase jobs and generate new tax revenue through new development;
  • Create a gateway employment corridor to Loveland;
  • Understand and identify public infrastructure required to support development, including water, wastewater, power, stormwater control and road networks;
  • Ensure a coordinated and collaborative approach with other city departments, public agencies including Larimer County, CDOT, the Colorado Water Conservation Board and their consultants who are engaged in other efforts on 402;
  • Ensure community buy-in through a public involvement process that includes a minimum of 3 public meetings;
  • Create an infrastructure plan that is coordinated with other city department and public agency initiatives for 402, and includes implementation strategies and a timeline for improvement of public infrastructure along the corridor; and
  • Define an implementation strategy that includes short-term and long-term strategies as well as public, private and public-private financing options, and provide specific recommendations for City Council action.

II. EXPECTED DELIVERABLES

The Consultant team will be responsible for providing the City with all raw data, maps, GIS layers, reports, etc. produced as a result of this project in their original native format. All GIS data generated during the project and included in the final document will be provided back to the city for use in form of both Map Packages (.mpk) for all map documents created and Layer Packages (.lpk) files for all GIS feature data created. If ArcMap 10.5 is not available then all GIS data should be provided with both shapefiles and layer files.

The Consultant team will provide at least 2 copies of all draft documents, including technical reports, memos, maps, etc. in original native format. The Consultant will provide one reproducible copy of the final 402 Corridor Plan as approved by the City and electronic copies of all documents. The Consultant will also provide all reports, draft documents, maps, and the final Plan in electronic form in both PDF and true native format (i.e. Microsoft Word, Adobe Illustrator, etc.). All files generated shall become the property of the City.

III. TIMELINE

The following are the proposed steps in our process, which may be modified as required:

February 8, 2018 – City Issues RFP.

February 19, 2018 – Written requests for additional information due to Development Services.

February 23, 2018 – Responses to requests for additional information to be posted.

March 1, 2018 – Proposals due.

March 2018 – City selects firm and enters into a Services Contract.

IV. CONTENTS OF PROPOSAL:

Proposals must be no more than 10 pages in 8-1/2” x 11” format and should include the information below. No cover letter is necessary.

  1. 1.Technical Scope of Work: provide a technical scope of work that includes a detailed discussion of the process to be used, including public involvement.
  2. 2.Project Budget: provide an itemized breakdown of all of the tasks/items contained in the scope of work.
  3. 3. Detailed Project Deliverables: Please describe in detail the project deliverables (reports, maps, charrettes, meetings, materials for meetings, data, spatial data, etc.) and format, and who will bear the costs of preparing or arranging these.
  4. 4.Detailed Project Schedule for completing the work, including milestones and proposed products/deliverability in sufficient detail to allow an assessment of the firm's ability to provide the resources necessary to meet the schedule. Include a chart with start and end months.
  5. 5.References: Provide contact information for at least 3 references who can attest to the ability of your team to complete the Plan. Include at least two public sector references. Identify the type of project completed for each reference.

If selected, the contents above will become exhibits in the City's Services Contract.

V. CRITERIA FOR FINAL SELECTION:

The contract will be awarded to the team that best demonstrates the ability to complete the Highway 402 Master Corridor Plan and meet the expectations of the City. Cost will be a consideration in evaluating the proposals; however, the City is not required to award the contract to the lowest cost proposal. All proposals will be evaluated based on the following:

  1. Demonstrated ability to complete the Plan and meet the expectations of the City.
  2. Project understanding
  3. Experience and proficiency of the project manager and team with economic analysis, business development strategies, and corridor plans
  4. Proposed project budget
  5. Proposed project approach, including methods for community engagement
    • Technical
    • Innovative
  6. 6. Feedback from professional references
  7. 7. Responsiveness of Proposal

VI. CONTRACT AWARD AND EXECUTION

  • The City reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted as a not to exceed amount using the most favorable terms the consultant can offer.
  • The information submitted in this RFP (Scope of Work, Project Budget, Deliverables, and Timeline) as proposed by the City and the successful consultant's response, as amended by agreements between the City and the consultant, will become part of the contract documents.
  • The firm which is awarded the contract must comply with the City's insurance requirements as outlined in Section 6 of the Services Contract and shall provide the City with a Certificate of Insurance upon execution of the Contract.
  • At the time of a contract award, the selected consultant will be expected to enter into a contract with the City using the standard City Services Contract attached as Exhibit A.
  • No cost chargeable to the proposed contract may be incurred before receipt of a fully executed contract.
