Objectives and Project Scope:

The City of Bryan, Texas is soliciting proposals for development of a “Midtown Area Plan” (the “Plan”). In this context the Midtown Area is defined as an approximately two-square mile area surrounding the former Travis B. Bryan Municipal Golf Course property from Downtown Bryan to the city limits shared with the City of College Station and adjacent to the Texas A&M University, generally bounded by Finfeather Road to the west and South College Avenue to the east. The Plan will be the principle guide in promoting orderly growth, development and redevelopment of the Midtown Bryan area. The plan should examine current land uses and provide recommendations concerning future land uses for the entire study area including recommendations for each parcel or groups of parcels. Recommendations could include changes to standard zoning districts or recommendations for the creation of new districts to help maximize (re-) development potential.

In recent years the Midtown Area has seen the most impact from development demands for student housing, particularly a development type often referred to as “stealth dorms” i.e., single-family homes that are rented by-the-room to 4 or more unrelated individuals, usually students and recently defined as “Detached Shared Housing.” The area plan should also review and provide specific land use standards and preferred location recommendations for uses that have been redeveloping at a rapid pace within the subject area, including, stealth dorms, single-family rental units, townhomes, condos, and detached shared housing developments.

In addition to the recent increase in (re-) development demands from increased enrollment at Texas A&M University, the need for the Plan was intensified by the December 2017 announcement that the Travis B. Bryan Municipal Golf Course would be moved across town and that the City will begin master-planning in its place a regional “Super” park on the approximately 150 acres.

Response packages will be accepted until 2:00 p.m. CST on June 15, 2018.

The City of Bryan uses the Brazos Bid to distribute and receive bids and proposals. Please visit our online bidding system at https://brazosbid.cstx.gov for complete proposal documents.

If you are not currently a registered vendor you will need to register first. Registration will allow for all notification of all addendums to the RFP. All addendums must be signed and returned with the response or they are disqualified.

Once you register, you will receive an email to confirm your registration. When you do that, go to the web site, click on vendor and log into the system. Then click on the bid, click on specifications, terms and conditions and the file will be down at the bottom left of the screen. If you see Addendum, click on that to see if any addendums have been issued.
