10-Year Evaluation and Appraisal Report

The City of College Station has begun a process of conducting a Comprehensive Plan 10-Year Evaluation and Appraisal Report in order to guide updates for its Comprehensive Plan. This request for proposals is intended to begin the revision process of the current Comprehensive Plan, adopted in May 2009. It is the City's intent that the successful Firm will be involved for the full duration of the project. The scope of work for this project includes the following:

  • Facilitate stakeholder and citizens public input work sessions and conduct individual and/or group informational interviews with key internal and community stakeholders to identify community issues, assets, challenges and future opportunities regarding the Comprehensive Plan.
  • Based on the community issues, assets, challenges and future opportunities from the general public and stakeholders input processes, identify, report and present case studies of best practices and planning innovations from other communities that should be considered during the Comprehensive Plan process. Particular emphasis should be placed on communities of similar size, those with large universities, and those in Texas.
  • Analysis of College Station's existing land use and transportation network. This analysis should include the development of a model that forecasts future growth and the potential financial implications to the City over the next 10 to 20 years based on future land use and transportation scenarios.
  • Develop and present a Comprehensive Plan 10-Year Evaluation and Appraisal Report that focuses on recommendations to update and streamline the current Comprehensive Plan.
