The City of Santa Monica receives annual entitlement block grants for community development and affordable housing from the U.S. Department of Housing and Urban Development (HUD). These grants include Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. In order to receive these entitlement funds from HUD, the City must submit a ConPlan every five years and an AAP each year that establish goals and strategies for housing and community development in the City of Santa Monica. The City is currently in the final year of its current 2015-19 ConPlan period and must submit a ConPlan for program years 2020-24 and an AAP for program year 2020 to HUD by May 15, 2020.

The City is soliciting responses to a Request for Proposals (RFP) from qualified consulting individuals or firms with recent experience and expertise in providing similar services to municipalities. In addition to developing the 2020-24 ConPlan and the 2020 AAP, qualified applicants shall demonstrate experience with the eCon Planning Suite, IDIS, CPD Maps, and the development of a needs assessment in the areas of affordable housing, homelessness, special needs and community development. The selected consultant shall have at least five (5) years of experience in the preparation of ConPlans, AAPs, or other closely related documents.
