Alternative Analysis, Preliminary Engineering, and NEPA Documentation

The purpose of the project is to modernize and enhance mobility between Dallas and Fort Worth by evaluating high-speed transportation alternatives. At a minimum, conventional, higher speed, and high-speed passenger rail; magnetic levitation; and next generation magnetic levitation (e.g., hyperloop) will be considered. The goal is to identify a viable alternative that enhances the regional transportation system and connects to Dallas-Fort Worth with other proposed high-performance passenger systems in the State. The work to be performed by the consultant will consist of providing technical support for the analysis of potential alternatives, operations/service planning, and the development of preliminary engineering documents and environmental documents/studies for the high-speed passenger service between Dallas and Fort Worth. The proposed study area is bounded by IH 35E, IH 35W, SH 183, and US 287/Spur 303/Loop12 and traverses Dallas and Tarrant counties and the cities of Dallas, Irving, Grand Prairie, Arlington, and Fort Worth. This high-speed transportation study will be jointly administered by NCTCOG, Federal Railroad Administration (FRA), and Federal Transit Administration (FTA).

This is an invitation to respond to the Request for Proposals by submitting a proposal to Kevin Feldt, Program Manager, North Central Texas Council of Governments, 616 Six Flags Drive, Arlington, Texas 76011. Proposals must be received by 5:00 p.m., Central Standard Time, on Friday, December 13, 2019. Proposals submitted after that time will not be considered and will be returned to the proposer unopened. The RFP is available at http://www.nctcog.org/rfp. To guide you in the preparation of this proposal, a copy of the Instructions for Proposals and a Sample Contract are also provided at this web address. The Sample Contract contains required documentation which must be submitted with the proposal.

A Pre-Proposal Conference will be held at 1:30 p.m. on Friday, November 1, 2019 at the NCTCOG offices in the Transportation Council Room (1st Floor). Written questions submitted in advance of the pre-proposal conference will be answered at the pre-proposal conference. No additional questions will be accepted after the completion of the November 1, 2019 pre-proposal conference. Any amendments or updates to the RFP, as well as all questions and responses, will be posted on NCTCOG;s website.
