The Tahoe Regional Planning Agency (TRPA), acting as the Tahoe Metropolitan Planning Organization (TMPO), is requesting formal bids to complete environmental analysis and other technical services associated with the update of the Linking Tahoe: Regional Transportation Plan/Sustainable Communities Strategy (2045 RTP/SCS). The 2045 RTP/SCS will consist of limited changes to the 2017 Linking Tahoe: Regional Transportation Plan and Sustainable Communities Strategy that includes projects and programs spanning a 20+ year planning horizon.

TRPA is requesting that the contractor prepare a joint environmental analysis that meets the environmental documentation requirements of the California Environmental Quality Act (CEQA) and the requirements of Article VI of the TRPA Rules of Procedures and Chapter 3 of TRPA's Code of Ordinances. Focus areas of the analysis include but may not be limited to, transportation, air quality, greenhouse gas, aesthetics, recreation, and noise impacts. After an initial evaluation by TRPA it is anticipated that an expanded Initial Environmental Checklist (TRPA) and Initial Study (CEQA) may be necessary, however the development of these initial documents will determine the final level of environmental review necessary.

In addition to environmental documentation, TRPA is requesting the following technical analyses to support the 2045 RTP/SCS:

  • Air Quality Analysis
  • Roadway Segment Level of Service (LOS) analysis
  • Green House Gas Reduction Analysis
  • Update to Trip Reduction Impact Analysis (TRIA) post processing tool

This contract will be a fixed-price contract for the deliverables described below. In the event that TRPA requests additional work following the development of the analyses below, TRPA will pay the contractor on either a time-and-materials basis or by fixed-price amendments to the original contract. Selected consulting firms will be engaged through the TRPA Standard Two-Party Contract.

TRPA is seeking consultant expertise in preparing environmental analyses and developing mitigation strategies, transportation planning, and technical analysis. Necessary skills include:

The understanding of federal and state environmental requirements including California AB 32 and SB 375 greenhouse gas reduction policy; emerging Nevada greenhouse gas policy; California Environmental Quality Act (CEQA), and Tahoe Regional Planning Agency environmental review regulations.

In-depth knowledge and experience with modeling tools such as TransCAD planning software, the California Air Resources Board (CARB) Emissions Factor Model (EMFAC), and Federal Highway Administration (FHWA) Traffic Noise Model.

The ability to conduct analyses that estimate impacts at the regional and sub-regional scale and are understandable to the public.

The ability to conduct technical research and apply best practices. The ability to translate complex concepts into plain language and write compelling narrative to support conclusions.
