Clear, consistent, performance-based Transportation Demand Management (TDM) can effectively reduce traffic and parking demand while increasing walking, bicycling, rideshare, and transit use. TDM is one of the quickest, least expensive, and most effective strategies to reduce or manage traffic and parking problems. This project will aid in achieving climate change, active transportation, health, and equity goals for the City and County of Honolulu.

The Honolulu TDM Plan will reduce and mitigate Vehicle Miles Traveled (VMT) in line with the City’s 2018 Climate Change directive. The consultant will be responsible for developing island-wide residential and employer mode share targets and strategies; provide recommendations for legislative changes and enabling policies; develop a TDM program website, marketing support, and educational materials; manage community outreach and engagement with key stakeholders; and develop an online TDM monitoring and web map reporting system for the City website.
