TCAG Activity-based Model Calibration and Validation

The Tulare County Association of Governments (TCAG) is seeking a qualified consultant to undertake a full re-calibration of an existing activity-based travel model (ABM) framework. The calibration will use available Tulare County travel behavior data. Also solicited is a comprehensive validation study. This contract will have a not-to-exceed amount of $120,000. TCAG expects to continue this ABM development effort over this and subsequent fiscal years, with additional consulting assistance, as funding becomes available. This project is primarily funded by the California Department of Transportation’s Sustainable Transportation Planning Grant Program as enhanced by the Road Repair and Accountability Act of 2017 (California Senate Bill 1).
The calibration and validation of the regional ABM is integral to TCAG’s effort to implement state-of-the-practice planning data and modeling tools in the development of future Regional Transportation Plan/Sustainable Communities Strategy updates. The ABM will provide a rich set of outputs to study and compare growth scenarios. The ABM can provide more ways to illuminate questions posed by the public, interest groups, and public agencies regarding transportation investment strategies, such as the strategies’ relative effect on air quality, public health, economic vitality, and environmental justice.
