The City of Edmond has completed several transportation-related plans and activities over the past 20 years. These include such things as a sidewalk and trail plan, a master transportation plan, a bicycle master plan, a parks and recreation master plan (trails), comprehensive plans, a complete streets policy, and operation of a bus system. Many of these plans have become outdated for a variety of reasons and as stand-alone documents, their implementation can be challenging, which, along with other factors related to the city's evolution, has created a need for a more comprehensive approach to mobility.

Scope of Work Summary

Create a robust mobility plan that:

  1. synthesizes urban design, mobility planning, and projected use context and intensity;
  2. creates, establishes, and communicates our community's mobility goals;
  3. thoroughly incorporates, integrates, and operationalizes walking, biking, riding (bus, rail, hailing/sharing), driving, and freight movement, including policies related to "complete streets"; and
  4. identifies tangible actions which will clearly implement the stated goals, e.g. significantly improve access to route and mode choices, or create an expectation that people will be regularly interacting with a variety of vehicle types (e.g. a "pedestrian culture")

Objectives of the Plan and Scope of Work Overview

The mobility plan and the work required to complete it should accomplish the following objectives and actions.

  • Incorporate appropriate public engagement activities
  • Establish and prioritize goals
  • Develop indicators and targets
  • Consolidate and update previous work on transportation and mobility
  • Update and/or modernize street typologies/types
  • Create an action plan for the most effective operation of the city's bus system
  • Plan and prioritize mobility investments
  • Align City policy, regulations, and standards with plan goals and performance metrics
  • Create a plan document that clearly captures these items
