DCHA RFP 0004-2021 Langston Terrace Revitalization and Sustainability Master Plan - Solicitation

DCHA seeks an experienced master planner/architect and landscape architect team to prepare a master plan for the restoration and revitalization of historic Langston Terrace and a discontinuous vacant parcel to the north. Located in Ward 5 in the Northeastern quadrant of the city in proximity to the Anacostia River and constructed in 1938, Langston Terrace has the distinction of being the first federally funded public housing project in Washington D.C. and the second in the nation. Langston Terrace was listed on the National Register of Historic Places and D.C. Inventory of Historic Sites in 1987. The vacant parcel is located east of 21st Street NE and is contained within the overlapping Kingman Park and Young, Browne, Phelps and Spingarn Educational Campus Historic Districts.

Working in conjunction with DCHA, the selected team will assist in transforming the site, its iconic architecture, artwork, and landscape to rehabilitate the existing residential buildings and provide industry-leading zero-energy sustainability measures on-site. Through this master planning effort, DCHA's goal is to create a signature project for Washington, D.C. that embraces the historic nature of the site, and an interconnected and revitalized campus that provides our residents with a high quality, healthy, and safe living experience.

Specifically, DCHA hopes to achieve the following objectives through this master planning effort:

  • Provide residents with improved living conditions that provide enhanced opportunities for economic empowerment and community;
  • Re-conceptualize the open space at Langston Terrace to enhance residents' opportunity and access to physical activity, play, and recreation for all ages, using Active Design principles;
  • Increase the connectivity between Langston Terrace and surrounding neighborhood assets;
  • Formulate a plan for the rehabilitation and maintenance of existing residential buildings;
  • Develop a comprehensive sustainability plan that reflects the Districts future requirements for net-zero energy in buildings;
  • Ensure the preservation of existing historic resources and incorporation into proposed site designs;
  • Assess feasibility and provide guidance for future development to maximize affordable housing production;
  • Develop options for use of the heating plan and vacant parcel, including potential commercial uses.
