Public Transit-Human Services Transportation Plan

The Skagit Council of Governments (SCOG) announces a request for proposals (RFP) for professional services relating to preparation of a coordinated public transit-human services transportation plan (CPT-HSTP). SCOG is the regional transportation planning organization for Skagit County and is leading the planning process to develop the plan. The CPT-HSTP will be prepared this year and will include participation from stakeholders in special needs transportation such as: transit agencies; non-profit providers of special needs transportation; tribes; persons with disabilities; individuals with low income; seniors; and others. The CPT-HSTP will be funded with Federal Transit Administration (FTA) 5310 grant funds and must follow FTA guidance in its development.

SCOG anticipates that a consultant will provide the professional services required for CPT-HSTP development. The scope of services will include: outreach and engagement; data collection and analysis; needs assessment and gap analysis; project evaluation and list; plan preparation and presentation. The expected timeframe for most of this project is spring through fall of 2022, with contract expiration anticipated at the end of the year.
