Hazard Mitigation Plan Update

Schuylkill County seeks a solution-focused consultant with experience in Hazard Mitigation planning, resilience planning, engagement, and innovative problem-solving to assist the County with an update to the County's multi-jurisdictional Hazard Mitigation Plan. The County also requires a Planning Consultant (or team) with technical expertise to conduct a dam hazard profile to include High Hazard Dam (HHPD) requirements as outlined by PEMA and FEMA guidance for dams with the potential to impact Schuylkill County. The successful consultant will work with the Schuylkill County Board of Commissioners, County staff; the CPT; local municipal officials; other planning partners; and the public to update the 2019 Hazard Mitigation Plan. This HMP will be an expression of Schuylkill County's plan to build community resilience. It will serve as a guide for public policy, emergency planning and land use decisions. While the HMP must meet PEMA and FEMA requirements, the County is seeking proposals that emphasize a planning process that, at every step, aims to create an implementable plan.

The County intends to receive FEMA approval of the HMP prior to the March 19, 2024 expiration of the current plan.
