Objectives:

1. Comprehensive Strategic Plan:
   • Develop a Five-Year Strategic Plan that aligns with the mission and vision of GCDC, incorporating the recent merger with SummerSounds.
2. Succession and Sustainability:
   • Outline strategies for long-term success, including organizational capacity building and financial sustainability.
3. Keystone Community Designation:
   • Strategize and guide GCDC in becoming a Designated Keystone Community, enhancing eligibility for grant funding.
4. Community Engagement:
   • Implement initiatives for increased community engagement, ensuring inclusivity and representation from diverse stakeholders.
5. Economic Development:
   • Formulate plans for fostering economic development, attracting businesses, and
6. Strategic Partnerships:
   • Identify and cultivate strategic partnerships with local, regional, and national entities to amplify the impact of GCDC's initiatives.

Proposal Submission:

Interested consulting firms are invited to submit their proposals by May 31, 2024. Submissions should be sent to Elsie Lampl at gcdc@thinkgreensburg.com with the subject line "GCDC Strategic Plan Proposal."

Proposal Requirements:

1. Firm Overview:
   • Provide an overview of your consulting firm, including relevant experience in community development and strategic planning.
2. Methodology:
   • Outline your proposed methodology for developing the Five-Year Strategic Plan, including key milestones and deliverables.
3. Experience and Qualifications:
   • Detail the experience and qualifications of the team members who will be involved in the project, highlighting their expertise in community development, mergers, and strategic planning.
4. Grant Funding Ideas:
   • Please submit example grants in the proposal and how much work, if any, is expected of GCDC staff / board members for this initiative to happen.
5. References:
   • Include references from previous clients with similar projects, demonstrating successful outcomes.
6. Budget:
   • Present a detailed budget for the entire project, including all associated costs and potential additional expenses.
7. Timeline:
   • Provide a realistic timeline for the completion of the Five-Year Strategic Plan, including key phases and milestones.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

• Relevance of Experience: The extent to which the firm's experience aligns with the goals of GCDC.
• Methodology: The clarity and effectiveness of the proposed methodology.
• Qualifications: The qualifications and expertise of the proposed team.
• Grants: The examples provided are both realistic and time sensitive.
• References: Positive references and evidence of successful similar projects.
• Budget: The reasonableness and completeness of the proposed budget. GCDC anticipates that this project will cost between $5,000 and $10,000
• Timeline: A realistic and achievable timeline for project completion.
