The City of St. Louis Planning & Urban Design Agency is seeking proposals from qualified and innovative planning consultants with demonstrated experience in community-based planning to co-create actionable, visionary neighborhood plans that reflect the aspirations of the residents and others within our community. The following neighborhoods, each possessing a unique character and rich history, are poised to capitalize on the City's numerous opportunities for employment, education, and community development:
- Plan Area IV - College Hill, Fairground Neighborhood, Hamilton Heights, Kingsway West, O'Fallon, Penrose, Wells-Goodfellow
- Plan Area V - Academy, Fountain Park, Lewis Place
- Plan Area VI - Mark Twain I-70 Industrial
This Request for Proposals invites consultants with experience in city planning, community engagement, and economic development to collaborate with the city and its residents to create neighborhood plans that reflect the aspirations and needs of our diverse community. Consulting firms are expected to have extensive experience in data analysis, scenario planning, strategic planning, goals and objective setting, and coordinating for implementation, for various topics including housing, transportation, historic preservation, architecture, urban design, zoning and land use analysis, and community assets. The selected firm or team chosen for Mark Twain I-70 Industrial is expected to bring expertise in industrial park planning, including logistics, advanced manufacturing, and infrastructure. A firm or team of firms may submit proposals for one or multiple plan areas.
The City anticipates awarding up to three (3) contracts — one for each Plan Area or a combined contract for multiple Plan Areas. A firm or team of firms may receive more than one (1) contract for services under this RFP. Firms should be mindful that the capacity of firms identified as subcontractors in multiple proposals will be considered when reviewing the capacity of any given proposal.
Community members are expected to leverage the expertise of the selected team to create a community plan in line with the standards for plan adoption. The selected firm or team will work collaboratively with the City to update the master planning process and carry out the process with the community. The selected firm or team would provide content and manage the website, PlanSTL.com. The firm or team will be responsible for coordinating and managing engagements, meetings, pop-up demonstrations and other activities during the planning process. Additionally, the consultant will provide neighborhood education and training to the community members, ensuring they have a clear understanding of the planning process and its impact. The project will result in updates to both the master planning process and neighborhood planning website (PlanSTL.com.), ultimately leading to the City's Planning Commission adopting neighborhood plans as supplements to the City's comprehensive plan.
Professional services are expected to begin in 2025, with the final product anticipated for formal adoption by the City in 2026.
