Unified Development Code Update

The City of Pflugerville (City) is requesting a Request for Proposals (RFP) from interested and qualified consulting planning firms for professional planning services to assist the city with an update of the City's Unified Development Code (UDC), with recommendations to bring the UDC into alignment with goals outlined in the Aspire Pflugerville 2040 Comprehensive Plan, Future Land Use Map, Parks and Open Space Master Plan and Mobility Master Plan, and related long-range documents. Recommendations to streamline processes and procedures, identifying problem areas in the UDC, creating a user-friendly document addressing current trends in land use patterns and development, as well as best management and planning practices. The Aspire Pflugerville 2040 Plan recognizes the current growth of the community and provides suggestions for how the City will approach future growth.

The assessment will analyze the currently adopted UDC, which can be found here, against the recently adopted Aspire Pflugerville 2040 Comprehensive Plan, which can be found here, and provide recommendations to bring the UDC into alignment with the comprehensive plan. It is also anticipated that the assessment will provide suggestions to address current trends in land use patterns and development, identify inconsistencies, as well as make recommendations regarding best planning practices.

Areas of key concern to be incorporated into the UDC include, but are not limited to, the following:

  • Updates to the City of Pflugerville UDC
  • Review of code diagnostic completed in Spring 2025 and incorporate changes into UDC
  • Reviewing existing regulations and recommending new regulations that provide a means of implementing the policies & goals of the Aspire 2040 Comprehensive Plan and other related long-range planning policy documents
  • Reviewing existing regulations and recommending new regulations that incorporate best practices and address contextual issues throughout the City
  • Removing or amending outdated standards
  • Removing redundancies and conflicts
  • Creating clear definitions and terminology
  • Providing graphics and illustrations to supplement, replace and/or clarify written regulations
  • Drafting regulations that provide for effective administrative enforcement, and streamline processes
