#2025-P01 Safe Streets for All Action Plan

The City of Monte Vista, Colorado ("City") invites proposals from qualified firms to develop a Comprehensive Safety Action Plan under the Safe Streets and Roads for All (SS4A) Grant Program.

This RFP and resulting contract will be funded in part with federal funds under the Infrastructure Investment and Jobs Act (IIJA), Federal Award No. 693JJ32540809. All applicable federal requirements, including 2 CFR Part 200, apply.

Proposal submission via hardcopy is required. Hard copy proposals shall be submitted, three (3) copies, and will be received at the City of Monte Vista, 95 W 1st St., Monte Vista, CO 81144.

Proposals will be received before 2 pm MST, November 3, 2025, and referenced as Safety Action Plan.

The City of Monte Vista is subject to public information laws, which permit access to most records and documents. Proprietary information in your response must be clearly identified and will be protected to the extent legally permissible. Proposals may not be marked ‘Proprietary' in their entirety. Information considered proprietary is limited to material treated as confidential in the normal conduct of business, trade secrets, discount information, and individual product or service pricing. Summary price information may not be designated as proprietary, as such information may be carried forward into other public documents. All provisions of any contract resulting from this request for proposal will be public information.

The City of Monte Vista reserves the right to reject any and all proposals and to waive any irregularities or informalities. The City of Monte Vista also reserves the right to select multiple vendors.

I. Project Overview

The City has set aside $85,000 to prepare its first city-wide Safety Action Plan. The Action Plan will:

  • Establish a foundation for achieving zero fatalities and serious injuries.
  • Identify safety needs using crash data, roadway assessments, and community input.
  • Incorporate equity considerations and address transportation insecurity.
  • Provide prioritized project recommendations with strategies for implementation.
  • Align with U.S. DOT's eight required components of an Action Plan.

The Plan must be completed no later than April 2027 and made publicly available in an ADA Compliant format as required by the grant agreement.

II. Scope of Work

The selected consultant will provide services that may include, but are not limited to:

  • Data Analysis: Collect, analyze, and interpret crash data, roadway conditions, and transportation equity indicators.
  • Stakeholder Engagement: Facilitate a steering committee and conduct broad community outreach (inclusive of translation, childcare, and accessibility services).
  • Action Plan Development: Draft and finalize a comprehensive Safety Action Plan that meets USDOT's SS4A requirements.
  • Equity Integration: Address disadvantaged community impacts and ensure equitable investment priorities.
  • Implementation Strategy: Provide a prioritized list of projects, programs, and policies with cost estimates and funding options.
  • Reporting: Provide deliverables in compliance with FHWA/SS4A reporting, including baseline and final reporting requirements.

III. Compliance Requirements

All work shall comply with:

  • 2 CFR Part 200: Procurement standards, cost principles, and audit requirements.
  • Civil Rights/ADA/Title VI/Section 504 nondiscrimination requirements.
  • Labor Standards: Adherence to applicable labor and wage laws, supporting good-paying jobs.
  • Cybersecurity and Critical Infrastructure Security (Attachment F of the Grant Agreement).
  • Publication Requirement: Final Action Plan must be posted publicly as required by FHWA.

IV. Proposal Requirements

Each proposal must include:

  • Cover Letter with firm information, UEI number, and federal compliance statement.
    Technical Approach: Understanding of SS4A Action Plan requirements and methodology.
  • Key Personnel: Resumes, roles, and relevant qualifications.
  • Experience: Examples of similar transportation safety or federally funded projects.
  • Community Engagement Strategy: Plan for inclusive outreach and public involvement.
  • Budget Proposal: Line-item budget with direct/indirect costs, consistent with 2 CFR 200 Subpart E.
  • Compliance Certifications: Buy America (if applicable), Title VI, Debarment/Suspension (2 CFR 200.214), and Lobbying Certification.

V. Evaluation Criteria

Proposals will be evaluated on:

  • Technical approach and project understanding (35%)
  • Relevant experience and qualifications (25%)
  • Community engagement strategy (20%)
  • Cost reasonableness and compliance (10%)
  • Capacity to meet schedule (10%)

VI. Procurement Information

This procurement follows 2 CFR 200.317–327.

The City reserves the right to reject any or all proposals.

Contract award is contingent upon compliance with federal requirements and FHWA approval.
