ADDENDUM #1
December 12, 2025
PROJECT:
RFP Main Street Redesign
Franklin, North Carolina
Response to Bidder Questions
- Has the Town completed any early studies of this area or that may have prompted a more detailed design study? There has not been a Main Street specific study completed; however, in the plans referenced in the RFP (Comprehensive Plan, BikeWalk Franklin and current zoning map) are available on the Town's website and contain information that could be pertinent to your submission.
- How will the Main Street Vision Plan — running concurrently — coordinate with this project? This is a visioning exercise that will be conducted by Town Council and will include stakeholder input. This will be an ongoing exercise.
- Who constitutes the strategic stakeholder group? Property and Business owners (Main Street and other adjacent areas), adjacent neighborhoods, citizens at large, Macon County Schools, Macon County Government and NC Department of Transportation (NCDOT).
- What types of infill or redevelopment does the Town hope to encourage? Use of existing buildings that have second story potential for living space or for other business opportunities. As well as lots in the downtown where traditional buildings once existed and adjacent lots that may lend themselves to traditional mixed-use, multistory buildings.
- Could you clarify if there is expectation for this project to identify/study potential infill sites within the study area as part of this scope? If it is possible to assist with the identification of potential infill sites based on your assessment and discussion with property owners, recommendations would be helpful to the Town for the Main Street Vision Plan. There has been a need and long-term desire to expand the traditional downtown. The partner chosen should be prepared to identify specific infill opportunities that could encourage traditional mixed-use development.
- Can you provide more detail on the rigor of the Community Engagement? For example, should the team have small group conversations with impacted businesses on Main Street? As indicated in the RFP - Three phase public process to include listening session, draft concept review, and whole corridor plan review meeting. Facilitation of charettes and communication with a strategic stakeholder group for continued input throughout the process. A minimum of three public meetings as well as three presentations to Town Council to coincide with public process phases are anticipated. If the bidder feels that charettes with businesses on Main Street would be beneficial, they are encouraged and there is a monthly Franklin Downtown Merchants Association meeting where information sharing could occur.
- What is the format for bid submissions? There is no specific format for the bid submissions other than what is indicated in the proposal requirements, it is up to the bidder to include relevant information requested. Relevant staff bios may be included in section 1 of the submission with the letter of proposal and commitment.
All other terms and conditions remain the same. Bidder should acknowledge issuance of this addendum in their proposal. The bid closing date remains Friday, January 9, 2026 at 2:00 PM.
