The Town of Zebulon, NC is soliciting Statements of Qualifications from consultants to develop a five-year strategic plan focused on growth management, infrastructure, fiscal priorities, and implementation — balancing rapid growth with small-town character and accountability

The selected consultant will lead stakeholder engagement with elected officials, Town staff, residents, and businesses; align the plan with existing Town initiatives; and develop clear priorities, measurable outcomes, and an implementation framework.

Proposals are due February 25, 2026.
