The site extends from the intersection of Turner Road and Philadelphia Drive to the terminus of Piedmont Avenue and includes frontage along Philadelphia Drive and Valerie Drive.

Township Vision for Valerie Woods
Harrison Township envisions Valerie Woods as a thoughtfully planned residential neighborhood that balances design quality, market demand, and long-term community value.
Housing Mix and Neighborhood Structure
Proposals will be evaluated favorably when they include a diverse mix of market-rate housing types, which may include:
- Single-family detached homes
- Patio homes and bungalows
- Pocket-neighborhood or cottage-style clusters
- Townhomes or similar low-impact attached formats
Respondents should explain how the proposed mix responds to market demand and site context.
Two-Phase Selection Process
The Township will first evaluate Statements of Qualifications and then invite shortlisted teams to submit detailed proposals.
RFQ Phase
The RFQ phase focuses on team qualifications, experience, and capacity. No formal development proposal is required.
Statements of Qualifications shall include:
- Cover Letter and Executive Summary
- Development Team and Organization
- Relevant Project Experience
- Financial Capacity
- Conceptual Approach
- Community Engagement Philosophy
- Organizational Structure and Disclosure
- ◦ Legal name, business structure, and date established of the lead development entity
- ◦ Identification of all principals with ownership interests of 10% or greater
- ◦ Disclosure of any parent, affiliate, or subsidiary relationships
- ◦ Disclosure of any legal actions within the past five years involving the lead entity or key principals
- ◦ Disclosure of any current or prior financial, contractual, or business relationships between development team members and Harrison Township elected officials or employees.
- Current Development Activity
- ◦ Provide a summary of current development projects in their pipeline, including status, size, estimated cost, and anticipated completion timeline.
- References
- ◦ Provide contact information for at least three references associated with comparable residential development projects completed within the last ten years.
Submissions should generally not exceed 35 pages.
Evaluation Framework
Proposals will be evaluated holistically, considering:
- Alignment with the Township's vision for Valerie Woods
- Strength, experience, and capacity of the development team
- Quality and feasibility of the development concept
- Responsiveness to site context and surrounding neighborhoods
- Long-term market viability and stewardship
RFQ Evaluation Criteria
Statements of Qualifications will be evaluated based on:
- Comparable residential development experience
- Experience and qualifications of key personnel
- Financial capacity and access to capital
- Past performance and references
- Demonstrated understanding of Township objectives
- Evidence of creativity and value-added thinking
Conceptual ideas submitted during the RFQ phase are optional and will be considered as
supplemental information only.

website. Any questions posed will be answered in the form of an addendum made
available to all.
Under no circumstances are developers, including third party vendors or staff, to contact
other staff at Harrison Township for purposes associated with the RFQ/RFP, including, but
not limited to, obtaining or providing information. Developers failing to comply with this
requirement may be disqualified.
The Township reserves the right to determine that no respondent meets minimum
qualifications and may reissue or revise this solicitation accordingly.
