Historic Preservation Plan

The Omaha Certified Local Government (CLG), in partnership with the Nebraska State Historic Preservation Office (NSHS/SHPO), is seeking proposals from qualified consultants to prepare a new historic preservation plan that will guide the City's preservation efforts over the next 20 years. Funded through a National Park Service subgrant administered by SHPO, the project is anticipated to receive between $50,000 and $60,000 in funding, contingent upon approval during the FY 2026–2027 CLG grant cycle. Consultant proposals are due June 22, 2026, with work expected to occur between October 2026 and September 2027.
The project builds upon Omaha's long-standing preservation program, established in 1977 and guided since 1980 by A Comprehensive Program for Historic Preservation in Omaha. Over the past four decades, the City has completed numerous surveys, preservation studies, National Register nominations, design guidelines, and digital preservation tools. The selected consultant will evaluate the current state of preservation in Omaha, review existing policies and ordinances, develop goals and recommendations for future preservation efforts, and coordinate a community engagement process in collaboration with the City Planning Department's long-range planning team.
The final preservation plan will address topics including survey and evaluation priorities, community growth and development, program administration, education and outreach, and implementation strategies. Consultants must demonstrate experience in municipal preservation planning and provide examples of similar preservation plans, along with references from previous municipal, state, or federal clients.
