The City of Morgantown, West Virginia is seeking proposals from qualified consulting firms to provide professional services for a concurrent rewrite of the City's Zoning Ordinance and Subdivision and Land Development Ordinance (SALDO), in support of the goals and objectives of the City's 2023 comprehensive plan, Morgantown 2033.

The scope of work includes: (1) evaluating the effectiveness of the City's existing zoning and subdivision regulations; (2) drafting new and/or revised ordinances and standards, including an updated Zoning Map SALDO ordinance; (3) conducting stakeholder and public engagement as required; (4) meeting with City staff, boards, commissions, and a steering committee as required; (5) formatting the final ordinances into a clear, user-friendly document; and (6) assisting City staff with implementation, including staff training and adoption support. The City's goal is to simplify, streamline, and modernize its development regulations in accordance with current best practices.

Sealed proposals must be received by the City of Morgantown Development Services Department no later than 1:00 PM (Eastern Standard Time) on September 10, 2026. Proposals must be addressed to:
