The Hawaii Community Development Authority (HCDA) is seeking to hire a Planner V (Program Specialist) to assist with planning and land use zoning activities in the Kakaʻako and Kalaeloa Community Development Districts on Oʻahu. The planner will also support other HCDA infrastructure and transit-oriented development projects throughout the state of Hawaiʻi, including the development of sustainability and climate resiliency rules and other ongoing community plan updates. The planner would work closely with a range of applicants, developers, community stakeholders, and other federal, state, and city agencies to process permits and facilitate development projects.

About HCDA

HCDA is a semi-autonomous agency created by the Hawaiʻi State Legislature to plan and implement community development programs in cooperation with private enterprise and government entities. On the island of Oʻahu, HCDA is responsible for community development in Kakaʻako and Kalaeloa, stewarding agricultural land in Heeʻia, and building infrastructure for new housing and transit-oriented development around rail stations. On Maui, HCDA is also creating infrastructure to support new state facilities in the Pulehunui district.

Position Details

This planner will join a planning and development team that processes HCDA land use zoning applications, review permits for compliance, and assists in responding to planning counter inquiries, in addition to the broader planning and project support functions described above. The ideal candidate would be an urban planner with about 4-6 years of planning experience such as community development or redevelopment planning. Applicants with other levels of experience are still encouraged to apply, however, and will be reviewed and thoroughly considered by the Executive Director. Experience with reviewing construction plans, geographic information systems, and graphic design software is also preferred.

This is a non-civil service exempt position with competitive paid time off, state holidays, and comprehensive health and benefits. Salary is commensurate with education and experience.
