NATURE OF WORK:
This senior level position is responsible for reviewing and analyzing complex development review applications in accordance with all applicable Community Development Code (CDC) Regulations, Comprehensive Plan goals and policies, and stipulations of other regulatory agencies. The Senior Planner must be able to make independent judgment during their initial contact with interested parties and throughout the entire development review process. The Senior Planner must also recognize when issues should be discussed with the Director, and/or other senior staff members in order to determine the best course of action. Under direction, supervises, assigns, reviews and participates in the work of the Town Planner(s)
Knowledge of: Principles of land use planning; Town Comprehensive Plan and zoning codes; city, county, state and Federal laws, codes and regulations pertaining to community planning; principles and practices of urban planning; planning and permitting processes; regulations and ordinances governing planning activities; design review proposals and land use applications; public participation techniques; computer software used in planning, drafting, mapping and statistical analysis as applied to land use; public notice processes, general office practices; customer service standards and protocol; expertise in at least one area of the implementation of development in an alpine environment such as forestry, construction or environmental regulations is preferred. Knowledge of and experience with net zero design and green building preferred.
Skill in: Researching and analyzing the factors affecting community planning projects; organizing, evaluating, analyzing and presenting data and information; preparing reports and checking designs, details, estimates, plans, and specifications of planning projects; analyzing planning issues, evaluating alternatives, and making logical recommendations based on findings; maintaining accurate and interrelated technical records; evaluating design review proposals and land use applications; ensuring plans maintain compliance with relevant ordinances and design regulations; assessing and prioritizing multiple tasks, projects and demands; communicating effectively in verbal and written forms; establishing and maintaining effective working relations with co-workers and customers. Building consensus and buy in with staff, the community and as applicable the region regarding zero waste and carbon neutral/reduction policies, programs, regulations and goals.
