Located between Canton and Akron along 1-77, the City of Green retains its small-town feel, while growing as a full-service, retail, residential, and industrial center. The City maintains over 700 acres of parkland including diverse nature preserves, conservation areas, and a golf and event center owned by the City with access to two state parks. The redesigned Akron-Canton Airport is located within Green City limits.
The City of Green is known for its balanced growth, excellent schools, expansive parks, family-friendly living, and fiscally conservative government. The City's total 2025 budget is over $53M, including an operating budget of $45M. The City is in a solid financial position. Its latest bond issuance was rated AAA by Standard & Poor's.
The City operates by a Mayor-Council form of government with a City Council consisting of seven members elected on a non-partisan basis for a term of four years. Both the elected City Mayor and Law Director are beginning a second year of a four-year term. All Department Heads, including the Director of Planning, are appointed by and directly report to the Mayor. City Departments provide services in the following areas: fire, street/parks/storm water repair and maintenance, planning and zoning, community and economic development, recreation, and engineering. The City currently employs 150 people, mostly full-time.
About the Position
The Assistant Planning Director will work under the discretion of the Director of Planning and will assist in planning, assigning, directing , and reviewing the activities of planning staff engaged in the compilation, analysis and interpretation of data and policies in the Planning Department. Acts as the Department Director in the absence of the Director.
Qualifications
Bachelor's degree in planning or related field and at least five (5) years of progressive responsibility and experience in the urban planning field; or an equivalent combination of education, training and experience. Has obtained American Institute of Certified Planners (AICP) certification; or will obtain within two years of employment. A Master's degree in planning or related field, and supervisory experience are preferred.
ESSENTIAL JOB FUNCTIONS
- Assist in planning, evaluating, and directing departmental policies, programs, and operations.
- Oversee the functions of the Planning Department and Zoning Division in the absence of the Director of Planning.
- Prepares and implements department/division budgets and makes procedural and operations recommendations to the Planning Director.
- Works with the staff in the formulation and administration of the City's Comprehensive Plan and Land Development Code.
- Provides assistance and information to the public regarding requirements for development.
- Assist in developing policies, methods, procedures, and work performance for the successful operation of the department.
- May meet with executive staff to discuss the status of projects, programs, plans, resolve problems and related issues affecting the department.
- Creates procedures and techniques to gather necessary planning data to implement the city's comprehensive plan recommendation strategies and protect-specific needs.
- Works with Economic Development Administrator and Community Development Administrator to resolve issues and assist with work activities.
- Respond to and follow up on all requests received from citizens, elected officials, agencies, City employees and/or general public on an as needed basis.
- Utilize GIS to provide mapping as needed.
- Reviews plans and prepares staff reports for city commissions and boards.
- Overseas daily operation of the Zoning Division.
- Perform all other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES: (*Indicates developed after employment)
Knowledge of: Principles of community and urban planning; Federal and State laws related to planning and urban development; planning, mapping, and graphic techniques; and techniques used to prepare, monitor and update a long-range comprehensive plan.
Skill in: Establishing and maintaining effective working relationships with City employees and the public; applying statistical data tools; preparing clear and concise written reports; collecting, tabulating, and analyzing demographic statistics; prioritizing tasks and work assignments; and drafting cartography, preparation of visual materials used in City planning operations and group presentations; and skills using GIS, Microsoft Word, Excel and PowerPoint.
Ability to: Explain and enforce City policies; write a wide variety of planning related documents; read and interpret construction drawings, site plans and city ordinances; exercise good judgment, tact, and diplomacy in all public interaction; speak and maintain public confidence and interest, and exercise appropriate confidentiality.
Compensation and Benefits
The Assistant Director pay grade range is $77,688 to $116,522. The City offers a comprehensive benefit package including medical, dental, vision, and life insurance, participation in the Ohio Public Employees Retirement System (OPERS), optional 457 plan participation, and paid leave time.
