The incumbent is responsible for conducting studies, collecting and analyzing data for application to the City's comprehensive plan; planning districts and overlays; managerial work of considerable difficulty administering; coordinating work the Development Service Department related to community redevelopment; economic development; and grants. Responsible for the daily supervision of the Planning and Zoning Division employees and operation. Independent judgment is exercised in the application of professional techniques and principles to recurring problems and projects, which do not go beyond the bounds of established departmental rules, standards, and policies.

Supervision is received through consultation with the department director. Work is reviewed through conferences, reports, and results obtained. Opportunities are available for the creative application of the principles and practices of community development, economic development neighborhood improvement and urban planning. Must work effectively with City, intergovernmental, elected, and appointed officials; outside consultants; funding agencies; architects; contractors; employees; attorney; and the general public.

Conducts supervisory responsibilities in directing and managing departmental staff and operations, conducts employee performance evaluations, monitors day to day operations, and makes recommendation for improvements to daily operations and processes.

Prepares and presents staff recommendations in both written and verbal form to the public, advisory boards, City officials and other groups, as directed.

Meets with local neighborhood organizations and representatives in the development of economic development strategies, and neighborhood master plans. Plans and conducts conferences and workshops with public and private groups for the purpose of identifying and finding solutions to problems in community and economic development. Serves as liaison between civic groups, professional staff in solving the identified problems.

Supervises the preparation of grant applications and oversees the administration and implementation of federal, state and local programs related to community development areas with emphasis on housing, physical improvements, private sector revitalization, business development, expansion, retention and attraction.

Work closely with City’s Business Specialist, Economic Development Manager and the executive Director of the Community Redevelopment Agency to streamline processes.

Attends meetings, seminars, and other training sessions to represent the city at the request of the Director of Development Services and neighborhood improvement programs to attain knowledge on programs and/or procedures and represents the department at the direction of the department head.

Provides direction on projects to obtain, assemble, summarize and analyze basic data relating to planning, such as land use, population, economic forecast, traffic, and other factors related to a comprehensive planning program. Ensures that proper methodology is utilized to conduct field surveys and site visits on housing, business, commercial and industrial development.

Conducts studies and prepares text, agenda, graphic and illustrative materials for reports and publications on planning, economic development and community development subjects for presentation to elected officials, management staff and the public.

Prepares maps, plans, charts, graphs, photographic and other visual aids for use in presentations.

Makes recommendations and proposals to director regarding community and economic development and departmental policies and procedures.

Prepares reports and technical memoranda; participates in interagency programs; attends staff, committee, board and commission meetings as necessary.

Conducts technical research studies and prepares statistical reports for use in drafting or revising local legislation and plans, projecting trends and monitoring socio-economic data. Reviews and analyzes demographic statistical data.

Conducts field surveys and site visits on housing, business, commercial and industrial development as necessary.
