Riverbank is a welcoming and progressive city nestled in the heart of California's Central Valley and has blossomed into a pleasant, growing community. Located in Stanislaus County and situated along State Highway 108, Riverbank is a convenient day trip drive to destinations such as San Francisco, Sacramento, Fresno, and Yosemite National Park. Riverbank offers a unique blend of the new with the old and maintains a sense of harmony between its rich agricultural history and its desire to modernize its service delivery to enhance the quality of life for residents. The city spans approximately 4.7 square miles and has a population of nearly 25,000.

THE COMMUNITY DEVELOPMENT DEPARTMENT

The newly reorganized Community Development Department includes the Planning, Building Services, Economic Development, and Code Enforcement functions for the City of Riverbank. The Department interacts collaboratively with builders, developers, outside agencies, and all community stakeholders and elected/appointed officials to ensure processes and development standards are followed in the interest of pursuing greatness for the residents of Riverbank.

THE POSITION

The Senior Planner is a mid-management level position that exercises limited responsibility for planning, organizing, and directing the work activities of the City's Planning and Building Division. The Senior Planner reports directly to the Director of Community Development and may have the opportunity to exercise direct supervision over assigned technical and administrative support staff as the team is built up in the future.

General responsibilities of the Senior Planner include preparing and presenting recommendations on various development proposals and applications; preparing state-required yearly reports on topics such as MWELO, the General Plan update, Housing Element, and Specific Plan Updates; preparing general plan amendments and making recommendations concerning long-range planning projects, including annexations, specific plans, specific plan amendments, development plans, or complex subdivision projects; interpreting and applying environmental quality laws and regulations to ensure that development proposals, City projects, and municipal code amendments comply with federal and state laws; and providing information to the public regarding zoning, land use, and the general plan.

The ideal candidate will bring knowledge and experience that aids the Director and department staff in meeting the needs of a growing, evolving community. The most attractive candidates will have experience serving communities of similar (or larger) size and complexity; an understanding of the California Environmental Quality Act (CEQA); a general understanding of General Plans, Park Master Plans, and other planning documents; and a strong team orientation and collaborative spirit.

QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. The most aligned candidates will minimally possess the following:

  • Education: The equivalent of a bachelor's degree from an accredited college or university with major coursework in urban or regional planning, geography, or a related field.
  • Experience: One (1) year of professional planning experience is required. Four to five (4-5) years of planning experience is preferred, as is supervisory experience.

License or Certificates:

  • Possession of, or ability to obtain and maintain a Class "C" and/or appropriate valid California driver's license at the time of appointment.
  • Possession of Certification from the American Institute of Certified Planners (AICP) is desirable.

SALARY & BENEFITS

The salary range for the Senior Planner is up to $102,684 (currently under review) with placement in the range dependent on qualifications. In addition, retirement is provided through CalPERS. Classic CalPERS members are eligible for the 2% @ 60 formula, while PEPRA members are 2% @ 62. Employees can also participate in a deferred compensation plan with a voluntary contribution in the amount of at least $100 is matched ($100 max) by the City per pay period.

Employees work a 9/80 schedule with every other Friday off. Work hours are Monday through Thursday, 7:30 AM – 5:30 PM, and Friday 8:00 AM – 5:00 PM.
