Position Description
The Program Analyst will provide policy, research and logistical support. Responsibilities will include: conducting transit research and analysis; supporting transit planning efforts and technical assistance to NVTC jurisdictions; assisting ongoing work to find dedicated funding for Northern Virginia transit agencies; and preparing and presenting findings to stakeholders, project teams, management and the Commission.
Requirements
Required:
- A Bachelor's degree in transportation planning, urban and regional planning, geography, political science or a related field
- Two (2) to four (4) years of progressively responsible, relevant experience that demonstrates:
- An understanding of and interest in regional transportation issues
- The ability to effectively communicate technical information, both written and verbal, to a variety of audiences
- Experience with GIS, data (Excel), and/or communications tools (Word, PowerPoint)
- The capacity to support multiple programs and projects and adapt to shifting priorities
Desirable:
- A Master's degree in transportation planning, urban and regional planning, public administration or a related field
- One (1) year of relevant experience or demonstrated course work related to transportation, public policy, policy analysis, transit and transportation funding, or program analysis
- An understanding of transit agencies and governance in Northern Virginia and the Washington D.C. region
Essential Functions
The Program Analyst will:
- Support Program Managers and the Board Administrator with day-to-day tasks, including but not limited to preparation of written and presentation materials, planning and preparation for NVTC Commission and Committee meetings, meeting notes and documentation, etc.
- Conduct research related to various transit and transportation topics, including transit funding, relevant to NVTC's mission.
- Synthesize information into clear and concise written documents.
- Engage with staff from jurisdictions, transportation organizations and transit agencies.
- Review legislation and conduct policy analysis.
- Develop technical content for reports and program-level webpages.
- Produce compelling graphics, data visualizations and presentation materials.
- Coordinate with NVTC's marketing and communications team.
- Support new projects and programs as needed.

Position Salary Range (FY 2026): $71,717 to $86,642
Additional Information
NVTC's office is in the Courthouse area of Arlington, Virginia. Work hours are generally 8 a.m. to 5 p.m, Monday through Friday. NVTC offers a telework policy (pending eligibility) and currently requires a minimum of two in-office days per week. Additional work hours may include attending evening and weekend meetings or events. Some local and regional travel may be required
