General Summary: Responsible for planning, organizing, and leading the Housing and Beautification Division within the Community Development department. Responsible for supervising assigned staff members and special projects.

Note: Level is determined by scope of work, span of control, and impact to the organization.

Responsibilities include but are not limited to:

  • Develops, plans, and implements housing programs; gathers, interprets, and prepares data for housing studies, reports and recommendations; coordinates housing activities with other departments and agencies as needed. Provides and ensures accurate interpretation of rules, standards, and procedures.
  • Provides oversight of the City's Beatification efforts including the Lancaster Maintenance Districts (LMD), street tree maintenance efforts and backflow management.
  • Administers the City's housing programs, including those related to affordable housing.
  • Manages division operations to ensure adherence to policies and procedures, to comply with laws and regulations, and to manage risk and mitigate liability; compiles section/division operations and/or project status reports
  • Monitors local, state and Federal legislation and regulations relating to housing policy and planning, and prepare associated reports, findings, trends, and recommendations.
  • Develops work plans and prepares requests for proposals (RFP's) and grant applications related to housing programs and City beautification efforts. Prepares and monitors professional consultant contracts.
  • Conducts technical research studies and prepares statistical reports and recommendations for drafting or revising local legislation and plans, projecting trends, monitoring socio-economic data, etc.
  • Conducts oral presentations and prepares written staff reports to the City Council, commissions, committees, civic groups and the general public. Prepares and disseminates information on housing issues, programs, services, and plans.
  • Coordinates with City departments to facilitate CDBG projects and programs.
  • Coordinates with LMD, street tree and backflow service consultants.
  • Coordinates and implements the processing of invoices, monitoring, and reporting requirements.
  • Coordinates the preparation of annual reports and financial reporting.
  • Responds to and/or initiates approved action to resolve situations within the assigned scope of work while putting effectiveness, efficiency, and safety as top priority.
  • Assists in budget development and administers assigned budgets as required; prepares cost and fee estimates for budget recommendations; monitors and approves expenditures.
  • Manages assigned section/division to ensure a high performance, customer service-oriented work environment that supports achieving City and department missions, goals, objectives and service standards; oversees and manages assigned personnel training.
  • Evaluates employee performance to ensure a high quality of service; mentors and coaches personnel; identifies ways to motivate and recognize employees for outstanding performance; identifies and implements training and development opportunities for assigned staff; identifies and addresses employee conduct and performance concerns, in accordance with the City's personnel rules and policies.
  • Ensure safe working conditions exist, and safe work practices are followed by staff.
  • Provides leadership to ensure a fair and open work environment in accordance with the City's commitment to equal opportunity employment.
