URL: NoneIn the Division of Planning, Office of Statewide Planning & Research (SP&R), manages transportation planning project(s), with or without sub- projects, that covers all phases of project management, with activities & responsibilities resting within SP&R & whose primary stakeholders are management, staff, private sector industries & businesses. Oversees team responsible for development of all phases of the long-range statewide transportation plan (e.g., stakeholder engagement (e.g., ODOT personnel, private industries & businesses, & regional planning organizations representing all modes of transportation); data gathering; analysis; conclusions; recommendations; public involvement; plan implementation & coordination with other regional planning organizations); oversees administration of Ohio's regional transportation planning programs as conducted by Ohio's Metropolitan Planning Organizations (MPOs) & Regional Transportation Planning Organizations (RTPOs) (e.g., facilitates biennial agreements & annual work programs; oversees administering Ohio's MPO & Large City Capital program which sub-allocates funds to 17 MPOs & five large cities; works with ODOT Division of Finance to develop annual budgets & monitor expenditures & carryover amounts); oversees development of modal transportation plans (e.g., statewide freight plan, transportation systems maintenance & operations (TSM&O) plan, statewide maritime plan, & statewide transit plan): oversees management of the Congestion Mitigation & Air Quality (CMAQ) program & coordinates eligibility determinations with the Federal Highway Administration (FHWA). Directly supervises staff (e.g., provides developmental opportunities, coaches staff to foster development & promote job satisfaction, assigns work, evaluates performance, recommends discipline as necessary, provides feedback when appropriate).
Oversees development of transportation planning policy, goals, & objectives in coordination with ODOT management as well as internal & external stakeholders; coordinates with Ohio Environmental Protection Agency (OEPA) to co-manage the Diesel Emissions Reduction Grant (DERG) program (e.g., develops program policies & requests for proposal, participates in the selection of applications, publishes awarded grants, & oversees/manages individual projects); coordinates inclusion of transportation system emissions into the State Implementation Plan for air quality conformity in accordance with federal codes & regulations; coordinates & documents federal, state, & local stakeholder participation in the interagency consultation process leading to conformity determinations for State Transportation Improvement Plan/Transportation Improvement Plan (STIP/TIP) in Ohio's air quality areas.
Creates progress reports & technical & system documentation & presents reports & documentation as needed (e.g., flow charts, system architecture, user manuals, use & test cases) using a computer & related software (e.g., Microsoft Word, Microsoft Excel; maintains regular contact with stakeholders to market products or services & obtains feedback which involves independent direct involvement with local stakeholders as necessary; determines need for division of given project into subprojects & distribution of work for subprojects (e.g., outside source) & oversees activities conducted within each subproject; manages change control processes to ensure all policies & procedures are followed. Attends meetings, conferences, &/or workshops on related topics.
Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met for professional services (e.g., responsibility for oversight of interviews, filling out forms & ensuring completed forms are documented with recommendation of compliance vs. non- compliance.
