The Senior Regional Planner will lead and support a broad range of planning initiatives in the Multimodal Integration business unit such as the Regional Safety Action Plan, the Regional High Injury Network, and SCAG's transportation safety modeling tools. The selected candidate will manage various complex projects, coordinate working group meetings, identify grant funding, work with consultants, and present highly technical information to various audiences on ongoing work. The Mobility Planning & Goods Movement Department focuses on improving mobility, optimizing the goods movement network, and expanding transportation choices. The department achieves its goals through its leadership on innovative plans, projects, and programs, including many that are supportive of advancing transportation safety. It is divided into two business units: Goods Movement & Aviation and Multimodal Integration.

As part of our Work@SCAG policy, employees are eligible for two work models: in-office and hybrid. Eligibility for these models will depend on the department, position, responsibilities, and duties, as determined by management. All work models require employees to be based within the SCAG region. In this role you can expect to
- Lead the development of SCAG's Regional Safety Action Plan and the safety component of SCAG's long-range plan, Connect SoCal.
- Develop RFPs, author and execute contracts with consultants, and collaborate with consultants and Caltrans to further improvements in safety in the region.
- Work with various funding staff (at SCAG, Caltrans, etc.) to identify grant funding to support implementation of the Regional Safety Action Plan.
- Oversee and support updates and maintenance to SCAG's Community Safety Modeling Tool, the Transportation Safety Predictive Modeling and Analysis Platform, the SoCal Transportation Safety Resource Hub, and Regional High Injury Network.
- Respond to stakeholder requests for safety data analysis and as necessary, prepare GIS mapping analysis.
- Coordinate and convene quarterly working group meetings and ensure ongoing engagement and relevance.
- Collaborate with partners on transportation safety plans and projects, attend partner meetings, provide updates on SCAG's program, and support stakeholders in using SCAG's Community Safety Modeling Tool, the Transportation Safety Predictive Modeling and Analysis Platform, the SoCal Transportation Safety Resource Hub, and Regional High Injury Network.
- Ensure coordination and collaboration across SCAG's Planning Division teams on transportation-safety related work (e.g., annual safety targets, Go Human initiatives, etc.).
- Represent SCAG on California's Strategic Highway Safety Plan (SHSP) Steering Committee and participate in Challenge Area Teams.
- Present technical and policy matters to committees, SCAG's Regional Council, other regional and local committees, working groups, and forums, and attend relevant conferences and peer exchanges to promote the region's efforts.
- Prepare, draft, and finalize project reports, staff reports, memos, grant applications, and communications.
- Perform other duties as assigned.
What you'll bring to this role
A typical way to obtain the required qualifications would be with 5 years of experience in urban planning and design, project management, or planning regulations and a bachelor's degree in a relevant field.
Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities may also be considered.
We'll be a great match if you also have:
- Strong GIS skills and the ability to work with large data.
- Experience managing complex programs or projects, with a strong track record of successful project delivery.
- Knowledge of planning theories, practices and policy analysis.
- Knowledge of pertinent federal, state, and local laws, codes, and regulations.
- Knowledge of advanced project management principles and concepts.
- The ability to work collaboratively with consultants, external stakeholders, communities, and the public.
- Strong verbal and written communication skills, with excellent public speaking and presentation skills for diverse audiences.
