URL: https://secure.entertimeonline.com/ta/1702APS.careers?ShowJob=721639682Principal Function: The Development Services Director oversees complex planning projects, supervises planning, building, and code compliance staff, and supports the Town Council and related boards.
Essential Duties and Responsibilities: Duties include, but are not limited to:
- Administers the Unified Development Ordinance (UDO), Comprehensive Plan, and other relevant documents.
- Oversees document updates and yearly review by the Advisory Plan Commission (APC).
- Conducts reviews of various development applications.
- Manages the oversight and delegation of tasks related to planning and permitting projects.
- Writes and presents formal and technical reports, working papers, and correspondence.
- Prepares reports, ordinances, and resolutions for the Plan Commission, BZA, and/or Town Council.
- Researches, develops, implements, and/or reviews, interprets, and recommends changes to specifications, standards, policies, procedures, codes, regulations, and ordinances that relate to the department's goals, objectives, policies, and procedures.
- Identifies community problems and opportunities that could be mitigated through better community planning.
- Assists staff and legal counsel regarding municipal code enforcement, zoning, and subdivision regulations.
- Monitors and ensures local, state, and federal compliance.
- Maintains strict confidentiality regarding Town issues and sensitive economic development projects.
- All other duties the Town Manager or their designee assigns.
Supervisory Participation and Control: This position supervises the Development Services Department.
Qualifications: To perform this job successfully, an individual must be able to perform each essential duty according to the requirements of the Town of Brownsburg. Education and/or Experience: A Bachelor's Degree in Urban or Regional Planning, Public or Business Administration, Political Science, or related field. Must have a minimum of 5 years' experience in planning local government management; community and neighborhood development; code administration; ordinance development; or public administration. May substitute ten (10) years of progressive experience for the degree. American Institute of Certified Planners (AICP) certification preferred. Project or public management credentials are beneficial.
Knowledge, Skills, and Abilities:
- Ability to provide adequate supervision, staff management, and change management, with a minimum of 3 years' experience in employee supervision, completion of Indiana Certified Public Supervisor training, or similar training.
- Ability to coordinate and effectively communicate orally and in writing with the Town Manager, Assistant Town Manager, Town Council, co-workers, other Town Departments, contractors, vendors, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.
- Thorough knowledge of and ability to practically apply standard principles of local, state, and federal zoning and subdivision control ordinances.
- Thorough knowledge of urban planning, development, and local government policies, issues, and procedures.
- Must be able to read and interpret construction plans and specifications.
- Can manage multiple, high-priority assignments and work on several projects or issues simultaneously.
- Experience in ArcGIS/ArcPro is desired. Experience with online permitting platforms, especially OpenGov/Viewpoint, will deeply benefit this role.
- Ability to regularly work extended hours, occasionally evening and/or weekend hours, and occasionally travel out of town for training/seminars, sometimes overnight.
- Must have a safe work record with good ethics and a dependable attendance record.
- Must have and maintain a verifiable Indiana Driver's License, a demonstrated safe driving record, and remain insurable through the Town's liability insurance carrier.
