JOB SUMMARY
The Zoning Administrator is a Department Head and responsible for managing and directing the personnel and functions of the Department of Planning and Zoning.
This position reports to the Town Manager.
ESSENTIAL FUNCTIONS
Provides cordial, responsive, and accurate customer service.
The Zoning Administrator provides vision and management leadership to the Department of Planning and Zoning which is charged with community planning, land planning, design management, project review, building code review, inspections, and enforcement. The Zoning Administrator is expected to assist the Town Council, Planning Commission, Board of Appeals, and the citizen community to create and implement an environmentally responsible and coherent physical plan for the future of the Town.
The Zoning Administrator is tasked with helping to streamline the permitting and planning approval process in coordination with other department heads and consultants.
The Zoning Administrator manages the development and administration of long-range land use policies and plans, reviews development proposals, and provides information to builders, developers, and the general public. The Zoning Administrator provides professional, cordial, and responsive customer service.
The Zoning Administrator must become familiar with and capable of accurately interpreting the Land Use Article (Zoning, Subdivision, and Floodplain) of the Annotated Code of Maryland, other related state statutes and regulations, and Town of Centreville's land use codes and programs. These include the Comprehensive Plan, Zoning and Subdivision Ordinance, Chesapeake Bay critical area program and ordinance, Forest Conservation Act, growth control ordinances, environmental regulations, town adopted building codes, allocation and capacity management plan policies, and storm water management regulations.
Acquires and maintains through familiarity with the Land Use Article of the Annotated Code of Maryland, Comprehensive Planning, Zoning and Subdivision Ordinance, critical areas statute and ordinance, Forest Conservation Act, various building codes, Water and Sewer Allocation Policy, applicable state statutes, regulations and procedures, applicable statutes, and required Town ordinances and codes.
The Zoning Administrator prepares and presents land use plans and policy recommendations, as well as provide technical assistance to the Town Council and Planning Commission. The Zoning Administrator attends public hearings, prepares, and administers the Department's capital and operating budget. The Zoning Administrator interacts and coordinates with other Town departments, neighboring planning jurisdictions, Queen Anne's County, state agencies, local and regional trade associations, conservation and environmental groups, and citizen organizations.
Prepares presentations, written reports, memoranda, and correspondence.
Supervises and performs special projects.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Carries out supervisory responsibilities in accordance with the Town's policies and applicable laws; responsibilities may include interviewing, recommending, and selecting candidates for employment; training employees; planning, assigning, and directing work; appraising employee performance; counseling, rewarding and disciplining employees; investigating employee grievances; approving and mediating disciplinary action; and addressing and resolving complaints.
EDUCATION AND EXPERIENCE
The Zoning Administrator must have earned a professional degree from an accredited college or university with a graduate and/or undergraduate major in Community Planning, Urban Design, City and Regional Planning, Public Policy, or Public Administration. The Zoning Administrator must have ten or more years' experience in public sector land use planning and experience in supervision of employees. These criteria may be adjusted based upon other equivalent combinations of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES
The Zoning Administrator must be thoroughly conversant with the English language and have the ability to read, analyze, and interpret detailed documents, maps, plats, and engineering and architectural drawings. The Zoning Administrator must have the ability to write and edit reports, policies, ordinances, procedures, memoranda, and correspondence, and be able to interpret and explain them to the public. The Zoning Administrator must be capable of clear and convincing presentations on matters pertaining to the Department's mission to the Town Council, Planning Commission, Board of Appeals, other governmental agencies, and public groups.
The Zoning Administrator must have the ability to calculate amounts such as discounts, interest, commissions, proportions, percentages, area, land development statistics, circumference, and volume. The Zoning Administrator must have the ability to apply concepts of algebra and geometry, and have a working knowledge of land surveying, site engineering, building construction, property law, water boundaries, deeds, environmental matters, and geographic information data/mapping systems. The Zoning Administrator must be familiar with the specialized language used in these fields but also be capable of interpreting and explaining this language to ordinary citizens.
The Zoning Administrator must have basic computer skills and be capable of interacting with Town data systems. The Zoning Administrator must be capable of creating diagrams and illustrations to explain and articulate land planning principles and regulatory concepts. The Zoning Administrator must have the ability to define problems, collect data, establish facts, and draw valid conclusions and to interpret state and local laws and regulations.
CERTIFICATES, LICENSES, REGISTRATIONS
Professional certificates, licenses, registrations, and professional affiliations in the applicant's professional discipline, such as AICP, APA, AIA, NCRB, ASLA, PE and state professional licenses, are desirable but not required.
PHYSICAL DEMANDS
The Zoning Administrator is regularly required to sit and talk or listen, use hands to finger or feel objects, manipulate tools and controls, and is occasionally required to stand, walk and reach with hands and arms, stoop, kneel, crouch, crawl, lift, carry, push, pull or otherwise move objects weighing up to 10 lbs. The Zoning Administrator must have natural or corrected eyesight capable of close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

WORKING CONDITIONS
The Zoning Administrator's work is generally performed in an office environment with a moderate noise level but is occasionally performed outside in a variety of weather conditions.
