The Planning and Development Services Administrator on assignment as a Deputy Director of Planning and Development Services position at the City of Tucson's Planning and Development Services Department assists the Director in planning, organizing, and coordinating all programs, functions and activities to fulfill zoning, rezoning, sign code administration, plans review, and field inspections. This position assists the Director by providing leadership on an organization-wide and community basis to ensure that public services are provided in alignment with the City's strategic objectives. Acts in the Director's absence by attending meetings, making decisions and providing department leadership.

Work is performed under the supervision of the Planning and Development Services Department Director. This position exercises supervision over division personnel.

Duties and Responsibilities

  • Assists the Director in planning, directing, and managing all departmental functions and resources to meet the strategic goals of the department and the City. Provides leadership through decision-making, attending meetings, and representing the department.
  • Supports the implementation of the department's vision by promoting employee productivity and morale. Manages employee relations functions such as evaluating performance, administering discipline, resolving grievances, coordinating training, and overseeing onboarding efforts.
  • Participates in the development and administration of the department's budget and the implementation of policies, programs, and projects. Ensures departmental operations comply with local, state, and federal regulations, and addresses complex operational challenges.
  • Conducts analysis of organizational and community needs, trends, and statistics to identify opportunities, inform decision-making, and advise the Director. Helps develop and maintain strategic partnerships with external agencies, community groups, and internal departments to support service delivery and represent the City effectively.
  • Oversees all operations of the Tucson Development Center, including plan reviews, field inspections, permit processing, centralized records management, code enforcement, systems management, customer service, and public information.
  • Manages the development and maintenance of centralized records systems for all construction and development documentation. Establishes, monitors, and refines operational processes and procedures to ensure consistent and efficient service delivery.
  • Coordinates interdepartmental efforts with City departments and agencies involved in development and construction review and approval. Supports public relations efforts and the creation of public information materials.
  • Maintains professional knowledge through seminars, publications, and professional organizations.
  • Performs all other duties and tasks as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree.

Experience: Five (5) years of directly related experience.

Any combination of relevant education and experience may be substituted on a year-for-year basis.

Preferred Qualifications:

  • A Master's degree in urban planning, public administration, architecture, civil engineering or a related field is preferred.
  • Three (3) years of supervisory experience
  • Strong interpersonal, communication, and leadership skills.
