Join our team! Berlin Township is hiring for the role of Director of Zoning. Under the supervision of the Township Administrator, the Director of Zoning plans, organizes, directs, and administers the planning, zoning, and community development duties of the Township and performs any other duties as assigned by the Berlin Township Board of Trustees (the "Board"), any Board member or designee of the Board.
QUALIFICATIONS:
- High school diploma or equivalent required;
- Bachelor's degree in urban or regional planning, public administration, community development, or related field or equivalent experience preferred;
- Minimum of 5-7 years of progressively responsible experience in zoning, code enforcement, economic development or related area;
- Must possess strong communication skills (written and verbal);
- Must possess a valid driver's license;
- Must remain bonded and/or insurable under the applicable Township policies.
ESSENTIAL JOB FUNCTIONS:
- Perform oversight of the planning and zoning functions of the Berlin Township Zoning Department, including supervision of all Department staff;
- Review, for compliance with the Berlin Township Zoning Resolution, applicable planned district development plan and the Township Comprehensive Land Use Plan, all zoning applications including zoning permits, certificates of compliance, signs, appeals, conditional uses, variances, rezoning, temporary uses, extensions of time limits of planned district development plans, and plats;
- Report zoning activities to the Township Administrator and the Board of Township Trustees;
- Present written and verbal reports to the Board of Zoning Appeals (BZA) and Board of Zoning Commission (BZC) on Department activities, and provide information as requested by the BZA, BZC, and/or Trustees;
- Advise the Township Administrator, department heads, and elected officials on zoning and development matters;
- Direct the issuance of zoning permits and inspecting properties within Berlin Township for potential violations of the Township's Zoning Resolution;
- Supervise the intake, management, and resolution of zoning complaints;
- Performing planning/zoning-related research and compiling data to address questions or issues as they arise;
- Ensure effective, efficient and professional delivery of zoning services to the public.
- Make recommendations to the Board of Township Trustees on issues relating to zoning matters, including staffing levels, appropriations, and training as well as proposed revisions to the Berlin Township zoning fee schedule and zoning application forms;
- Develop and recommend amendments to the Berlin Township Zoning Resolution;
- Evaluate work procedures and employee performance and initiating appropriate training, recommendations, and/or corrective action based upon these ongoing evaluations in consultation with the Township Administrator and legal counsel, when applicable;
- Supervise the creation and maintenance of department records;
- Attend meetings and hearings of the Zoning Commission and Board of Zoning Appeals, as well meetings and hearings of the Board of Township Trustees as necessary;
- Assign projects, tasks, responsibilities, and duties to personnel to achieve department goals
- Serve as the primary Berlin Township representative to the Delaware County Regional Planning Commission;
- Direct the implementation, to the extent incorporated into the Zoning Resolution, the comprehensive land use plan and any adopted amendments.
- Develop and maintain effective working relationships with supervisor, employees, elected officials, and the general public.
- Address and handle complaints of the general public in a professional manner;
- Perform all work duties and activities in accordance with Township policies and procedures;
- Enforce rules, regulations, codes, and resolutions adopted by the Township;
- Attend certification classes and seminars outside of the immediate area as needed;
- Communicate with Township officials, officers, employees, outside agencies, and residents in a professional manner;
- Maintain regular, predictable in-person attendance at the Township's work sites and locations;
- Work irregular hours as necessary;
- Performs other duties as assigned.
