POSITION: Community Planner

DEPARTMENT: Community Development, Reports to Director

The Village of South Holland, a vibrant suburb 25 miles south of downtown Chicago with a population of approximately 22,000, seeks a Community Planner to join our Community Development Department.

Position Summary:

This role supports sustainable growth through professional land use planning, zoning administration, and community development initiatives. The Community Planner is responsible for a wide range of day-to-day planning and zoning activities. The position will manage projects, prepare detailed reports and memos, conduct site inspections, and serve as a key resource for residents, developers, and the Planning and Development Commission.

Essential Job Duties:

  • Manages development projects, including analyzing site and architectural plans, performing technical reviews, making recommendations, and performing site inspections.
  • Assists in the administration and enforcement of the Zoning Ordinances and Comprehensive Plan.
  • Serves as liaison to Planning & Development Commission meetings on conditional uses, subdivisions, zoning amendments, and zoning variations. This includes, but is not limited to, preparing agendas and supporting materials; preparing and distributing minutes; drafting public notices; preparing and presenting information/recommendations as needed.
  • Prepares comprehensive staff reports and written analyses, including research, findings, and recommendations for development proposals and ordinance changes.
  • Provides technical guidance on Village ordinances, regulations, and planning and zoning policies to staff, the public, contractors, and design professionals.
  • Responds to citizen inquiries regarding land development proposals, ordinances, future plans, and other requests for department information.
  • Conducts site inspections to verify compliance with laws, regulations, and ordinances; advice on recommended changes.
  • Assists in preparing and reviewing maps, plans, business licenses, and Village ordinances.
  • Collaborates with property owners, contractors, developers, engineers, and architects regarding conformance to standards, plans, specifications, and codes.
  • Performs additional duties as assigned.

Position Qualifications:

Education & Experience

  • Bachelor's (B.S.) degree from an accredited college or university in Urban Planning or a closely related field.
  • 2-5 years of progressively responsible land use planning and zoning administration experience.
  • Master's degree in Urban or Regional Planning strongly preferred.
  • American Institute of Certified Planners (AICP) certification or Certified Urban Designer (CUD) preferred.
  • Any combination of education, training, and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.

Knowledge, Skills & Abilities

Exceptional communication, writing, and customer service skills are essential, along with proficiency in personal computer applications such as Microsoft Office (including Word and Excel), Adobe Photoshop, ArcGIS, and database software. A strong understanding of land use regulations and their theoretical foundations is necessary, as is the ability to engage effectively with diverse community stakeholders. The ideal candidate will demonstrate excellent organizational and project management skills, be self- motivated, disciplined, organized, and reliable, and exhibit innovative, creative, resourceful, and independent thinking. A valid driver's license is required.
