Examples of Essential Work (Illustrative Only)
- Develops, implements, and administers the City's affordable housing program, including the Affordable Housing Ordinance and Department of Housing and Urban Development (HUD) Community Planning & Development Programs, to achieve community housing goals;
- Plans, organizes, and manages program operations to achieve goals within available resources, ensuring compliance with standards, ordinances, and state, federal, and local regulations;
- Develops and implements strategic plans for housing resources, including the HUD Annual Action Plan, Comprehensive Housing Plan, HUD Consolidated Annual Performance and Evaluation Report (CAPER), and HUD Consolidated Plan;
- Manages relationships with community partners in the non-profit, public, and private sectors;
- Develops and implements public education and information activities including workshops, newsletters, and public presentations;
- Administers, manages, and oversees consultant contracts, including preparing Request for Proposal and Scope of Work documents, consultant selection, and contract compliance and payments;
- In collaboration with the Grants Coordinator, drafts and facilitates subrecipient and recipient grant agreements to comply with federal, state, and local requirements;
- Facilitates loan agreements process for recipients of federal, state, and local funding;
- Implements public policy related to affordable housing, evaluating established public policy related to affordable housing and making recommendations for improvement;
- Identifies and executes needed data collection and/or studies to enable the City to make informed decisions about the affordable housing program and the implementation and administration of changes;
- Assures that assigned areas of responsibility are performed within budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time;
- Tracks and maps all affordable housing units and projects in the City and the region;
- Manages databases, including data entry, evaluation, and reporting of all federal housing and community development contracts;
- Compiles data and information for reports to be submitted to HUD and other agencies as required;
- Monitors recipients and sub-recipients for compliance with federal, state, and local requirements;
- Researches and prepares Environmental Reviews for compliance with HUD requirements;
- Develops compliance procedures for local housing projects/funds;
- Communicates with the public using websites, social media, printed materials, and other outreach tools;
- Researches grant funding opportunities and assists with grant writing proposals to enhance the City's affordable housing resources, implements grants as assigned;
- Provides information, data, and technical assistance to supervisor, businesses, staff, citizens, and the community;
- Prepares program proposals, web content, analyses, publications, visual aids, displays, newsletters, and activity progress reports;
- Serves as staff liaison for advisory boards as assigned;
- Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
- Attends meetings, conferences, workshops, and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices, and new developments in assigned work areas;
- Responds to citizens' questions and comments in a courteous and timely manner;
- Communicates and coordinates regularly with appropriate others to maximize the effectiveness and efficiency of interdepartmental operations and activities;
- Performs other duties consistent with the role and function of this classification;
Minimum Required Qualifications
- Bachelor's Degree in Public Administration, Planning, Finance, Business, Social Sciences, or a closely related field; and
- Considerable (5-7 years) experience in affordable housing programs, community housing, public policy, real estate finance or development, or business administration,; or
- Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications
- Must possess a valid Driver's License upon hire and obtain a Montana Class D Driver's License within 60 days of employment;
- Offers for employment are conditional upon satisfactory responses to a criminal background check.
