Salary: $139,392.00 - $197,496.00 yearly plus a a 2% cost of living adjustment, pending council approval.

Department Head Position

GENERAL PURPOSE

Under general administrative direction, plans, directs, manages, and oversees the functions, programs, and operations of the Community Development Department including planning, building, code enforcement, and housing services and activities; implements State and Federal laws, local Ordinances, City policies and procedures including General Plan, Local Coastal Plan, Climate Action Plan, zoning and environmental review, and establishes procedures coordinates assigned activities with other departments and outside agencies; serves as staff person to the Planning Commission and City committees; serves as liaison with regional governments on planning issues; provides highly responsible and complex administrative support the City Manager and Assistant City Manager.

SUPERVISION RECEIVED AND EXERCISED

Receives general administrative direction from the City Manager or designee. Exercises direct supervision over management, supervisory, professional, technical and administrative staff.

Duties and Responsibilities

Develop and implement policies and regulations relating to land use development, and resiliency in the City of Imperial Beach including relevant planning documents such as the general plans, Local Coastal Program, and any adopted specific plans, building and safety requirements, and redevelopment; ensure that policies are administered in observance of stated City goals and objectives.

Plan, direct, and coordinate planning, building, code compliance, housing and GIS/mapping; develop procedures to manage the Departmental operations and provides strategic oversight for the department; ensures that activities are conducted in accordance with federal, state, and City laws, ordinances, rules, and regulations; develop comprehensive plans to guide the physical development of the City, conserve resources, and satisfy the mandates of State law.

Direct and supervise application review on planned residential, commercial, and industrial projects, use permits, variances, and zone changes; ensure compliance with city policies, ordinances, and related regulations; establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.

Strategize, develop, and implement goals, objectives, policies and programs which promote the City's economic development.

Ensures that economic development activities comply with City goals, policies and procedures as well as local, federal and state regulations; develops and maintains required reports, files and records.

Prepare and administer the budget for the Community Development Department including Planning, Building, Code Compliance, Housing, and GIS/Mapping Divisions determining the best utilization of staff/staffing needs and sets priorities for the department including projection of costs, staffing and priorities; approve expenditures and implement budgetary adjustments as appropriate and necessary. Manage the development and implementation of departmental goals, objectives, policies, performance measures, and priorities for each assigned service area.

Interview and select department employees in accordance with the guidelines and authority conferred by the City Manager; select, train, motivate and evaluate assigned personnel; plan and organize work; develop and establish work methods and standards; conduct and/or direct staff training and development; review and evaluate employee performance; execute disciplinary action in consultation with the Human Resources Department.

Advise and provide assistance to the City Council, the Planning Commission, numerous City Committees, other City personnel, and the public regarding related issues; prepare and present reports and recommendations relating to department actions and activities. Conduct and/or direct studies, preparation and presentation of reports regarding the use of land in the City and the activities of the Community Development Department; coordinate the Community Development Block Grant application process.

Represent the City, or delegate such authority, in relation with the community, advisory committees, local, state, and federal agencies, other Community Development departments, and professional organizations.

Confer with developers, representatives of residential, commercial, and industrial interests, property owners, and others in promoting and coordinating the development and use of property within the City; oversee negotiations and agreements with developers related to property development. confer with other City staff on related activities.

Identify and respond to concerns, issues and needs of the City Manager, Chief Administrative Officer, Assistant City Manager, City Council and Community as appropriate.

May serve as Acting City Manager as deemed necessary; perform other related duties and responsibilities as assigned by City Manager or designee.

Knowledge, Skills & Abilities

Knowledge of:

Extensive knowledge of the principles, practices, and techniques of planning; state and federal laws, ordinances, rules and regulations regarding local government operations related to planning and building inspection; principles and practices of supervision. Considerable knowledge of California Environmental Quality Act and California Planning, Zoning and Development Laws, including the Sub-division Map Act and related statutes. Ability to plan, organize, and coordinate department activities; prepare and interpret ordinances and formulate land use policies; prepare and present reports; communicate effectively both orally and in writing; deal constructively with conflict and develop effective resolutions; establish and maintain cooperative working relationships; supervise assigned staff; principles and practices of municipal budget preparation and administration; principles of supervision, training and performance evaluation.

Ability to:

Organize and direct the collection and analysis of economic and statistical data basic to the interpretation of community development problems; prepare and present clear and concise oral and written reports; supervise personnel research, compile and present statistical and other data in a logical manner; coordinate staff work and planning developments with civic interest and sound community planning; formulate budget estimates and administer departmental fiscal

matters; communicate clearly and effectively, both orally and in writing. establish and maintain effective relationships with those contacted in the course of work.
