ESSENTIAL DUTIES & RESPONSIBILITIES
- Reviews development proposals for compliance with municipal land use codes, standards, and design guidelines.
- Serves as the primary staff liaison to the Historic Preservation Commission and to other Commissions and Committees as assigned.
- Occasionally fills in for the City Planner at municipal meetings when the Planner is unable to attend.
- Assists with updates and the maintenance of Comprehensive Plan and land development regulations.
- Conducts reviews of various development applications and proposals as assigned by the City Planner, including subdivision, site plan review, conditional use and contract zones.
- Writes and presents formal and technical reports, working papers, and correspondence.
- Researches, prepares, and presents reports and recommendations for a variety of commissions, committees, and staff.
- Assists in the research, verification, update, and drafting of ordinances for review. Collects, records, and summarizes statistical and demographic information.
- Prepares agendas and notices, writes review memos and findings of fact, and related functions to support the work of the Planning Board and Historic Preservation Commission.
- Drafts grant applications and supports the programming goals of the Historic Preservation Commission.
- Attends a substantial number of evening and occasional weekend meetings.
EDUCATION AND EXPERIENCE
A Bachelor's degree in planning or a related field and one to three (1-3) years of experience in a professional planning or economic development position OR a master's degree in Public Policy, Planning, Business, Economics, or a related field. The ability to communicate effectively (written and verbal) and work independently on daily functions is a must, as is honesty and integrity.
NECESSARY KNOWLEDGE, SKILLS, & ABILITIES
- In-depth knowledge of historic preservation planning and practices.
- Knowledge of planning principles, methodology, practices of research, and data collection.
- Experience writing and serving as the primary contact for grant applications.
- Written and oral communication; and interpersonal skills to present research findings to various boards and committees.
- Creative problem-solving skills to gather relevant information to solve less well-defined practical problems.
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
- Ability to perform professional planning work with minimal supervision.
- Possess facilitation skills for use with community workshops.
- Organizational skills to manage a demanding workload and the ability to complete work products on schedule and accurately.
- Ability to use existing and emerging technologies in planning, such as GIS, web-based communications, digital graphic applications, file management, spreadsheet, word processing, and project management software; proficiency with MS Office Suite software is required.
- Ability to establish and maintain effective working relationships with officials, employees, community groups, and the public, to promote a cooperative team approach to the development review process.
