Job Title: Environmental Services Manager

Position Overview:
Pine County is seeking an experienced and dedicated Environmental Services Manager to oversee, develop, and manage a wide range of environmental programs. This position leads solid waste and recycling operations, land use planning (including zoning, shorelands, and floodplain), the county's Aquatic Invasive Species (AIS) program, and other key environmental initiatives. The Manager will serve as Zoning Administrator, coordinate with local, state, and federal partners, and supervise assigned staff. Work is performed under the direction of the County Administrator.
Key Responsibilities:
- Administer, interpret, and recommend updates to county ordinances, including zoning, shoreland, floodplain, solid waste, cannabis, and SSTS.
- Oversee solid waste and recycling operations, including transfer stations, household hazardous waste facilities, and recycling centers.
- Coordinate the Zoning Board, public hearings, and ensure compliance with applicable laws and regulations.
- Manage Wetland Conservation Act implementation.
- Serve on technical panels for watershed planning and implementation.
- Prepare state reports and secure grants/funding for environmental programs.
- Serve as County Agricultural Inspector.
- Direct and coordinate the County's Aquatic Invasive Species program with local partners.
- Act as Zoning Administrator under state and local law.
Required Knowledge, Skills, and Abilities:
- Strong understanding of environmental management principles, regulations, and practices.
- Knowledge of state rules, county ordinances, SSTS, Wetland Conservation Act, floodplain, and shoreline management.
- Proficiency in GIS concepts, theories, and relational database management.
- Ability to analyze data, solve problems, and make sound recommendations.
- Excellent communication and relationship-building skills with officials, staff, and the public.
Education and Experience:
- Bachelor's degree in Environmental Science, Planning, or a related field.
- Moderate experience in zoning, planning, or environmental science, or an equivalent combination of education and experience.
Special Requirements:
- Valid driver's license.
- SSTS Inspection Certification (must obtain within two years of hire).
Work Environment & Physical Requirements:
- Primarily office-based with occasional outdoor work and site visits.
- Exposure to weather conditions, airborne particles, and moderate noise at times.
Compensation and Benefits:
- Annual Salary Range: $79,477.00 – $103,355.00
