JOB DESCRIPTION
SUMMARY
This is a professional position responsible for supervising CRTPO’s short-range planning initiatives. Work involves the leadership, planning, and organization necessary to successfully oversee multifaceted duties, initiatives, and projects in a new program area that is being created because of the increasing complexity of the organization’s responsibilities.
Major Duties and Responsibilities
- Lead and manage employees associated with the following CRTPO responsibilities:
- Transportation Improvement Program (TIP) development/Prioritization
- Discretionary Grants Program, and the annual allocation of $30 million (average) to local projects from four federal sources
- Beyond 77 multimodal study implementation, including management of the Beyond 77 Coalition
- Federally mandated performance-based planning requirements
- Data/GIS activities
- Alignment Evaluation Program
- Traffic Data Program
- Safety-related initiatives, including preparation of Comprehensive Safety Action Plans.
- Active engagement with elected officials through the CRTPO Board related to the responsibilities mentioned above, as well as to ensure that the organization’s overall mission and vision are understood by elected leaders. A similar level of engagement with the Technical Coordinating Committee will also be required.
- Supervise 5-6 employees assigned to short range planning activities.
- Engage in a high level of interaction with the NC Department of Transportation, including Division Engineers, Directors, and Board of Transportation members.
- Lead cost-estimating preparation and review efforts.
- Actively participate in implementation of CRTPO’s Strategic Plan.
- Provide leadership in the implementation of phase two of the Staffing and Resources Study.
- Participate in CRTPO public engagement activities, including conducting presentations to neighborhood, civic, business and community groups, as well local governing bodies.
- Other duties as assigned.
- Lead and manage employees associated with the following CRTPO responsibilities:
Knowledge, Skills & Abilities
- Thorough understanding of transportation planning principles and their application.
- Experience, knowledge, and understanding of the federal metropolitan transportation planning regulations.
- Experience, knowledge, and understanding of the Transportation Improvement Program process, with emphasis on North Carolina’s Strategic Transportation Investments legislation, Strategic Mobility Formula, and Prioritization process.
- Experience leading and managing employees.
- Knowledge of the rules associated with the use of federal funds and grants.
- Skilled in writing memos, reports, and emails that convey technical and transportation planning concepts, and in clearly communicating them to officials, residents, and professionals.
- Strong attention to detail with proven QA/QC skills to ensure accuracy, consistency, and quality in all work products.
- Ability to prioritize and manage multiple tasks and projects.
- Ability to establish and maintain effective working relationships by being proactive and diplomatic with stakeholders, outside agencies, and the public.
- Demonstrated experience with building consensus and facilitating collaboration within and outside an organization to achieve positive results.
Preferred Qualifications
- Seven years of progressive/advanced level experience.
- Progressively responsible leadership and organizational experience in program administration, with a demonstrated ability to effectively direct and guide teamwork.
- PE, AICP, or other certifications (GISP, AIA, etc.).
- Master’s degree in civil engineering, transportation planning, urban planning or related field.
Minimum Qualifications
- Bachelor’s degree from a four-year college or university in civil engineering, urban planning, or transportation planning with seven years of relevant work experience or a master’s degree in civil engineering, transportation planning, or urban planning with five years of relevant work experience.
