The Planner II, under the Land Use Bureau Chief, performs advanced planning and zoning work, manages complex projects, and conducts research on land use topics such as housing, transportation, sustainability, and urban design. The role supports multiple City land use boards, reviews development applications, prepares studies and reports, and oversees programs like the Affordable Housing Trust Fund and Below Market Rate (BMR) housing. Responsibilities include coordinating with City departments, boards, community groups, and state agencies; ensuring compliance with local, state, and federal regulations; and preparing policies, grant applications, and budgets.
Key Duties:
- Review and analyze land use/zoning applications and proposals.
- Manage housing-related programs (Affordable Housing Trust Fund, BMR).
- Conduct and present planning and zoning studies and reports.
- Support and represent the City before boards, commissions, and stakeholders.
- Prepare maps, plans, and graphic communication materials.
- Develop policies, procedures, and capital project funding proposals.
- Ensure compliance with affordable housing statutes and planning regulations.
Skills & Knowledge:
- Strong understanding of land use planning, zoning, and urban design.
- Ability to evaluate complex proposals, conduct research, and draft policies.
- Proficiency in GIS, planning software, and graphic communication tools.
- Strong communication and stakeholder engagement skills.
Qualifications:
- Bachelor's degree in Planning, Architecture, Landscape Architecture, or related field.
- A Master's degree in planning or in a related field, or certification as a member of American Institute of Certified Planners (AICP), may substitute for one (1) year of work experience.
