GENERAL PURPOSE
Performs a variety of professional, administrative and managerial duties planning, directing, and managing community development programs, projects, services, and functions of the Community & Economic Development department.
SUPERVISION RECEIVED
Works under the general supervision of the City Administrator.
SUPERVISION EXERCISED
Provides close to general supervision to the City Planner, Museum Director, and Administrative Assistant.
ESSENTIAL FUNCTIONS
Directs department that provides guidelines to ensure proper community and economic development to include physical development, business recruitment and retention, downtown revitalization, housing, transportation, proactive enforcement and redevelopment. Provides direct supervision to the Planning and Zoning Division as the Planning Director and general supervision of the Brigham City Museum. Supervises the development and updating process of the Brigham City General Plan and other planning related studies. Direct, plan, promote, and coordinate all activities affecting community development, economic development, and downtown revitalization. Speaks on behalf of the department concerning public issues in community and economic development over which the department has jurisdiction or advisory power, establishes overall work priorities and allocates work among the divisions of the department, performs all such related duties and such others as may be imposed by statute, ordinance, resolution or administrative order by the City Administrator.
Plan, direct, coordinate, and manage the day-to-day operations related to division programs, projects, services, functions, and activities. Responsibilities include developing, implementing, and evaluating goals, policies, and procedures; managing various grants, projects, and programs; coordinating functions with other City departments; managing the budget; supervising and developing subordinate staff:
Confer with the Community and Economic Development Department regarding programs, projects, policies, procedures and operational problems, and implements, evaluates, and monitors problem resolution strategies.
Oversee and monitor the work of assigned activities, projects and programs of staff under direct supervision; monitor workflow; review and evaluate work products, methods and procedures.
Prepare and present reports and recommendations to the City Council and a variety of City boards/commissions/committees, community and business organizations, and other public agencies regarding a variety of development activities and projects; prepare clear, concise and competent reports, correspondence and other written materials.
Oversee land development and construction projects for conformance with specifications and plans; ensure that all necessary documents and agreements are processed to provide appropriate payment to consultants and/or contractors.
Serve as staff to the Brigham City Redevelopment Agency.
Build and maintain respectful, positive working relationships with staff, supervisors, outside agencies and the public using principles of good customer service; provide effective conflict resolution, as needed.
Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide applicants with quality seamless customer service.
Supervise staff including timely performance evaluations; making recommendations regarding various personnel actions such as recruitment, selection, advancement and discipline; provide staff development; maintain high standards necessary for efficient and professional operations.
Performs related duties as required.
MINIMUM QUALIFICATIONS
Education and Experience:
- Bachelor's degree in applicable field;
AND
- Five (5) years of progressive experience performing above or related duties in planning and/or economic development; two (2) years of which must have been in a supervisory capacity;
OR
- An equivalent combination of education and experience.
Special Qualifications:
- Must maintain membership in the American Planning Association.
- Must be AICP certified.
- Must possess a valid state or Utah driver license.
- Must be able to read, write and use proper English grammar.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of organization and management principles as applied to the development and administration of a comprehensive community and economic development program; a wide range of site plan/development requirements, including design, construction and scheduling; land use principles and applicable development responsibilities; principles and practices of urban planning and zoning, downtown revitalization, engineering, plans review, and building inspection; principles and techniques of budget development and administration; city codes and ordinances, state and federal laws related to the development process; interpersonal communication skills; public relations. Considerable knowledge of principles of management, supervision and employee motivation; business and technical writing.
Knowledge of economic development principles and practices, including business retention and expansion, recruitment, and entrepreneurship, and downtown revitalization.
Knowledge of tax increment financing and Utah Code provisions relating to Community Reinvestment Agencies or Redevelopment Agencies, the Utah Inland Port Authority, and other State development entities.
Skills in creative problem solving, including arbitration and negotiations; professional management, supervision and employee motivation; preparing grants, reports, contracts, and specifications; public presentation; negotiating; identifying community interests, problems and needs related to community development; has developed professional management skills.
Ability to understand, interpret and explain, state and federal laws and interpret a variety of professional and technical documents; plan, organize, assign, direct, review and evaluate the work of staff; select and motivate staff and provide for training and professional development; develop and implement goals, objectives, policies, procedures, work standards and internal controls; appropriately respond to inquiries or complaints from other City departments, the general public, and members of the business community. Define problems, collect and analyze data, establish facts, and recommend creative, politically sensitive solutions; exercise sound independent judgment within general policy guidelines; communicate effectively both verbally and in writing; establish and maintain effective working relationships with those contacted in the course of the work.
