POSITION OVERVIEW
Under the general supervision of the Director of Development Services, the Planning Manager is responsible for the planning, administering, and coordinating both short- and long-range community development and improvement programs and projects; gathering, interpreting, and preparing materials for planning studies, reports, and making recommendations pertaining to land-use control, environmental impact and annexation studies and coordinating pertinent grant fund projects.
ESSENTIAL DUTIES
- Serves as liaison and performs all necessary functions in support of the Planning and Zoning Commission;
- Provides necessary information and reports for the Planning and Zoning Commission, City Council, Historic Commission, and Zoning Board of Adjustment and various other boards and commissions as may be required.
- Provides management assistance on department-related issues.
- Conducts special studies relating to planning and zoning and implements goals of the Comprehensive Plan.
- Reviews and recommends changes/additions to city's Unified Development Code.
- Coordinates planning input from other departments, organizes schedules, and participates in meetings and hearings.
- Reviews quasi-judicial land-use and development applications.
- Reviews special permit and license applications pertaining to such documents as minor modifications, demolition permit requests in the historic district, signs etc.; approves those applications under the incumbent jurisdiction and forwards all others, with appropriate recommendations, to City council or designated official for approval.
- Organizes and implements effective, trackable procedures for reviewing and processing approved and projected development plans and construction to assure compliance with city building codes and supplements, zoning ordinances, environmental laws and regulations, and other regulatory requirements.
- Performs other duties as assigned

- Knowledge of short and long-range community development
- Knowledge of Unified Development Codes
- Skilled in municipal planning
- Skilled in reviewing land-use and development applications
- Ability to manage planners
- Ability to provide necessary information to Planning and Zoning and other Commissions
- Ability to communicate effectively with co-workers and the public
EDUCATION, CERTIFICATIONS, LICENSES & EXPERIENCE
- Graduate of an accredited four (4) year college or university; Master's preferred
- Minimum of three (3) years experience in a municipality
- AICP Certification preferred
